In a powerful celebration of academic excellence and public service, Secretary Amenah “Mina” F. Pangandaman of the Department of Budget and Management (DBM) graced the 48th Commencement Exercises of Caraga State University (CSU) as the esteemed Keynote Speaker. Held on June 19, 2025, the ceremony marked a defining moment for the 1,939 graduates who officially turned the page to a promising new chapter in their lives.
With families, educators, and the CSU community gathered in proud anticipation, Secretary Pangandaman delivered a rousing address centered on courage, ambition, and the transformative power of service. Her heartfelt message resonated with the crowd, urging the graduates to pursue purpose with passion.
She reminded the graduates that their diploma is their badge of honor, the proof of their hard work, the very tool which they will use to have a brighter future.
Among the many milestones celebrated that day, one story stood out—a testament to grit and dedication. Neljun Mahinay Catindin, a proud employee of DBM Trese, emerged as Batch Valedictorian in Graduate Studies; an achievement made even more remarkable by his dual role as a full-time public servant and outstanding academic. His journey drew admiration from the Secretary amidst applause from the crowd.
“Neljun, is a public servant who vows to serve the country and provide efficient and effective public service delivery under the DBM,” Secretary Pangandaman noted. His story is not only a source of pride for the DBM family but also a shining reminder that excellence knows no boundaries when fueled by purpose.
Secretary Pangandaman’s address struck a deep chord with the graduates—many of whom are preparing to embark on careers that intertwine personal aspiration with passion for service. Her presence symbolized more than inspiration; it reaffirmed the government's commitment to advancing education and empowering young Filipinos to be agents of positive change.
The commencement exercise was part of Secretary Pangandaman’s broader itinerary during her visit to the Caraga Region. Earlier that day, she led the ceremonial launch of the Caraga Food Innovation Consortium (CFIC, a landmark initiative uniting four higher education institutions (ASSCAT, CSU, NEMSU, and SNSU) in a collaborative push toward food security, enterprise development, and research-driven innovation.
She also spearheaded the Caraga leg of the Open Government Partnership (OGP) campaign through a youth-focused forum titled “Kabataan Para sa Isang Bukas na Pamamahala.” The event engaged young leaders in discussions on transparency, accountability, and participatory governance—hallmarks of a thriving democracy.
Secretary Pangandaman’s visit underscored a powerful narrative of inclusive development—where education, innovation, and good governance come together to uplift lives, strengthen communities, and equip the next generation of leaders with the tools to shape a better Philippines.
True to its mission of public service and grassroots engagement, the Department of Budget and Management Regional Office XIII (DBM Caraga) once again stepped beyond its fiscal mandate to actively support the Brigada Eskwela 2025—the Department of Education’s nationwide initiative that mobilizes various sectors to prepare public schools for the opening of classes.
Guided by this year’s theme, “Sama-Sama para sa Bagong Bumabasa,” which champions collective action to support beginning readers, DBM Caraga adopted two public elementary schools—A.J. Meija Elementary School and Maug Elementary School—as its partner institutions for this year’s campaign.
The regional office was divided into two teams, each assigned to one of the beneficiary schools to conduct volunteer work and extend material assistance. Upon arrival, both teams were warmly welcomed with short but heartfelt programs. At A.J. Meija Elementary School, the program featured an uplifting message from the School Headand expressions of gratitude from the school community. Meanwhile, Maug Elementary School showcased a cultural performance by selected pupils and appreciation messages from teachers—underscoring the value of solidarity in fostering educational progress.
After the welcome activities, DBM Caraga employees engaged in hands-on tasks including classroom cleaning, furniture repairs, groundskeeping, and the organization of instructional materials. These efforts were complemented by the turnover of essential supplies such as alcohol, disinfectants, bond paper, and cleaning items. The donations were formally received by school officials and Parent-Teacher Association (PTA) representatives in brief handover ceremonies at both sites.
Beyond the tangible contributions, the initiative embodied the spirit of bayanihan—bringing to life the idea that improving literacy and learning environments is a shared responsibility. DBM Caraga’s participation in Brigada Eskwela 2025 reflects its deep commitment to nurturing inclusive and resilient communities, where every child is empowered to become a reader and a learner.
More than an outreach activity, this endeavor stands as a testament to the agency’s evolving role: from managing public funds to championing foundational education. Through collective volunteerism and inter-agency cooperation, DBM Caraga proudly supports the goal of making every Filipino child a confident reader—sama-sama at sabay-sabay.
