VISION DBM: Igniting Agility, Empowering Impact at DBM TRESE
In a strong demonstration of innovation and organizational growth, the Department of Budget and Management Regional Office XIII (DBM RO XIII) successfully held the culmination activity dubbed as VISION DBM (Value-Integrated Systems for Insights, Oversight and Navigation): Turning Insight into Impact—a flagship initiative under the Agile Leadership Agile Leadership Re-Entry Action Plan of Assistant Regional Director Jenneth C. Partosa.
The event marked a significant milestone in fostering an agile work culture within the regional office, serving as a platform for knowledge sharing, reflection, and celebration of collective learning.
In her opening message, ARD Jenneth C. Partosa highlighted that the success of her REAP was not a solitary achievement, but a collective endeavor made possible through the active involvement and enthusiasm of the staff as well as the support of the Regional Office. “To all who participated, shared their time, andcontributed to this initiative—thank you. Your engagement and insights have been instrumental in shaping meaningful outcomes,” ARD Partosa added, emphasizing the value of collaboration and shared learning in achieving transformative results.
Following the ARD’s opening remarks, Regional Director Maria Fe D. Jagna delivered an inspiring message, expressing both pride and genuine surprise at the remarkable outcomes of the initiative. “I am very glad to see our staff being prepared for new responsibilities as they undergo this initiative,” she stated. She emphasized that cultivating an agile mindset is no longer just a desirable quality—it is a critical enabler for progress.
One of the most significant highlights of the culmination activity was the official launching of the innovation project, Project COMPASS: Centralized Observations and Metrics for Policy Alignment, Supervision and Sustainability. This pioneering initiative aims to have a centralized repository and monitoring systems for Local Government Unit (LGU) Budget Review. Project COMPASS aligns perfectly with the Agile Leadership core goal of turning insight into impact.
Adding depth to the event were the sharing sessions from the Agile Team and the Technical Agile Group, who recounted their experiences and reflections throughout the initiative. These discussions revealed how agility was applied in practice—through adaptive decision-making, collaborative planning, and continuous improvement in the budget review process.
The VISION DBM culmination activity was more than a closing ceremony—it was a celebration of progress, a reflection of shared purpose, and a call to continue transforming insight into impact. With the successful rollout of Project COMPASS and a deeply embedded culture of agility, DBM RO XIII is well-positioned to serve as a trailblazer in public sector innovation—setting new standards for excellence, responsiveness, and data-driven governance across the entire public financial management landscape of Region XIII.
