The DBM empathizes with our healthcare workers, and we are working hard with the Department of Health to ensure that they are accorded with the allowances and benefits that they deserve.
In February 2022, DBM released to DOH a total of P7.9 billion to cover One COVID allowance of both HCW and Non HCWs pursuant to RA 11712.
On May 26, they requested again for the release of P63 billion. On June 8, DBM sent them a response letter requesting them to address the deficiencies on the documentary requirements they submitted. Essentially, we requested them to substantiate their request by sending us the budget breakdown, segregation, actual names of claimants, and other relevant documents for us to clearly determine the universe of eligible beneficiaries. Subsequent meetings were held between the departments relative to the data requirement until the request was finally returned by DBM, on June 29, reiterating the required data from the DOH.
DOH replied to us on July 15, but they were only able to address and substantiate documents that are related to unpaid COVID-19 sickness and death claims for FY 2020 and 2021 worth P570 million, which enabled us to release the same amount in August....
This is in response to the calls of various lawmakers to explain the unprogrammed fundsamounting to P588.1 billion under the proposed P5.268trillion national budget for 2023.
The Department of Budget and Management (DBM) stands firm on its position of havingno irregularities in allocating unprogrammed funds under the2023 national expenditureprogram (NEP) as it is ready to defend the proposed budget with the start of the marathonof budget deliberations. Detailsof these unprogrammed appropriations (UA) are availablefor public and congress scrutiny .
Under the NEP, the total Unprogrammed Appropriation (UA) amounts to P588.1 billion. The breakdown of the Unprogrammed Appropriations are as follows:

The Department of Budget and Management (DBM) has tagged a record-high of PhP453.11 billion for climate change adaptation and mitigation in the FY 2023 National Expenditure Program (NEP). The amount is 56.4 percent higher than this year’s PhP289.73 billion.
The results of the Climate Change Expenditure Tagging show that Water Sufficiency projects have been prioritized with PhP264.89 billion. Meanwhile, funding for Sustainable Energy and Food Security remains substantial at PhP131.51 billion and PhP40.78 billion, respectively.
Climate change expenditures shall continuously prioritize funding for major programs such as the Flood Management Program of the Department of Public Works and Highways (DPWH) with a budget allocation of PhP168.9 billion. This will cover the construction and rehabilitation of flood-mitigation structures and drainage systems nationwide.
Moreover, PhP2.49 billion is allocated for the National Greening Program of the Department of Environment and Natural Resources (DENR). This is intended for the planting of 6.18 million seedlings in 11,631 hectares of land resources.
