
Following the directive of President Ferdinand R. Marcos Jr., six Cabinet Secretaries and several ministers of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) visited Marawi City on Friday, July 11, 2025, for a meeting at Camp Ranao, Marawi, Lanao del Sur.
The Cabinet Secretaries, led by Presidential Adviser for Marawi Rehabilitation and Development Secretary Nasser Pangandaman Sr., included Secretary Amenah F. Pangandaman of the Department of Budget and Management (DBM), Secretary Teodoro J. Herbosa of the Department of Health (DOH), Secretary Jose Ramon P. Aliling of the Department of Human Settlements and Urban Development (DHSUD), Secretary Manuel M. Bonoan of the Department of Public Works and Highways (DPWH), and Secretary Juan Edgardo "Sonny" Angara of the Department of Education (DepEd).
Secretary Pangandaman is also Co-Chair of the Intergovernmental Relations Body (IGRB) that fosters the relations between the Bangsamoro regional government and the Philippine national government.
Other officials from the national government who participated in the signing of various agreements included General Manager Joeben Tai of the National Housing Authority (NHA), General Manager Jay Daniel R. Santiago of the Philippine Ports Authority (PPA), Administrator Antonio Mariano Almeda of the National Electrification Administration (NEA), and National Director Elizer S. Salilig of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR).
The BARMM Ministers, led by BARMM Chief Minister Abdulrauf Macacua, included Minister Ubaida Pacasem of the Ministry of Finance, and Budget and Management, Minister Kadil Sinolinding Jr. of the Ministry of Health, Minister Hamid Aminoddin Barra of the Ministry of Human Settlements and Development, and Minister Muhammad Ameen Abbas of the Ministry of Transportation and Communications.
The meeting culminated in the signing of the following:
(1) Memorandum of Agreement between DPWH and BARMM for the repair of the Access Bridge in Norsalam Village;
(2) Memorandum of Agreement among DPWH, DepEd, and BARMM for the construction of School Ancillary Facilities;
(3) Memorandum of Understanding between NHA and BARMM for Building Better Marawi—Livable and Accessible Marawi Housing Program;
(4) Memorandum of Understanding between DA and DA-BFAR with BARMM for Building Better Marawi—Aquaculture Industry Development;
(5) Memorandum of Understanding between NHA and the Marawi Compensation Board (MCB) for the turnover of compensation claims; and
(6) Acceptance Documents between the PPA and BARMM for the turnover of Marawi Port Facilities.
Aside from these, other commitments that resulted from the meeting include DepEd supporting the provision of school equipment to the Marawi Integrated School, NEA ensuring electric supply to Marawi City General Hospital and neighboring areas, and DOH committing support for the completion and operations of Marawi City General Hospital.
The meeting was then followed by the turnover of 42 ambulances of the DOH, reinforcing the emergency medical service capabilities of the city.
Other national government officials present were DBM Undersecretaries Margaux Salcedo and Wilford Will L. Wong, DepEd Undersecretaries Trygve L. Olaivar and Malcolm S. Garma, and DPWH Undersecretary Eugenio R. Pipo Jr.
