DBM RO XIII kicked off the month with a series of dynamic meetings designed to foster connections and collaborations. DBM, as a member of various committees, actively participated in the quarterly meetings of various committees such as:
- Philippine Statistics Authority (PSA) - Regional Statistics Committee (RSC), Ms. Elisa E. Pajaro, Supervising Budget and Management Specialist, Focal Person
- Department of Social Welfare and Development – Regional Inter-Agency Committee on Senior Citizens (RIAC-SC), Filipino Family (RIAC-FF) and Welfare of Children (RCWC), Ms. Desiree G. Ruben, Budget and Management Specialist II, Focal Person
- Regional Development Committee (RDC) – Gender and Development Committee (RGADC), Ms. Judi D. Acdal, Supervising Administrative Officer, Focal Person
- Regional Development Committee (RDC) – Infrastructure Development Committee (RDC-IDC), Ms. Edna P. Jamolin, Chief Budget and Management Specialist, Focal Person
- Department of Health-National Nutrition Council – Regional Nutrition Committee (RNC), Ms. Katrina Emmanuelle L. Yap, Supervising Budget and Management Specialist, Focal Person
Moreover, the Third Quarter Full Time Delivery Uni (FDU) Meetings were also conducted for the Department of Education and Technical Education and Skills Development Authority. FDU Meetings are considered as the region’s best practice in ensuring continued coordination, guidance and technical assistance to its clients in the implementation and execution of their budget.

Mr. Geoffrey J. Abendaño, Senior Budget and Management Specialist was among the evaluators for the 2023 Local Legislative Award launched by the Philippine Councilors League (PCL), in partnership with the DILG in 2006. For FY 2023, the award recognizes exemplary performance of City and Municipal Sanggunian Members from July 1, 2019 to June 30, 2022, for legislating measures that help build the foundation of meaningful local administration and development and help contribute to the attainment of desirable socio-economic and environmental outcomes.
Sharpening Skills
To enhance the expertise of the technical staff, they took part in the Online Training of Trainers on the Budget Operations Manual (BOM) for Local Government Units, 2023 Edition, last September 18 and 20, 2023.
Likewise, a two-day Online Training of Trainers for the Open Government Partnership (OGP) Regional Advocacy Campaign, attended by Mr. Elvin D. Chatto, CBMS, and Ms Caryl Mae S. Lusterio, BMS I, was conducted in furtherance of the institutionalization of the Philippine OGP through Executive Order No. 31, s. 2023. A testament to the country’s commitment to promoting transparency, strengthening social accountability, and empowering Filipinos through open governance and people’s participation. The campaign will be launched for Regions 11, 12, and 13 in Davao City on November 24, 2023 in Davao City with participants from various line agencies, local government units, and civil society organizations (CSOs).
Mr. Geoffrey J. Abendaño, Senior BMS, and Ms. Desiree G. Ruben, BMS II, attended the Training on Public Financial Management Competency Program (PFMCP) – Budgeting and Performance Track via Zoom platform. The PFMCP is an eight-track competency program of the DBM that seeks to enhance the technical competencies of public financial managers on planning, directing, and controlling financial resources towards effective and efficient delivery of public service.
Quality Standards
In the world of quality management and standardization, ISO surveillance audits play a pivotal role in ensuring that institutions maintain their commitment in adhering to establish international standards. These audits are a critical component of the ISO certification process, helping them maintain the integrity of their quality management systems. DBM Region XIII underwent the ISO 9001:2015 CY 2023 External Surveillance Quality Audit last September 14, 2023, conducted by Certification International Philippines (CIP).
Recognition and Appreciation
The main highlight of the month was the recognition of outstanding achievements, innovative ideas, and hard work. September 21, 2023, was considered a special day for DBM RO XIII.

Dulpina, Administrative Aide IV, took their Oath of Office administered by Regional Director Maria Fe D. Jagna and witnessed by the staff and personnel of the office. With unwavering determination, these dedicated professionals embraced the challenge of their new roles and the accompanying responsibilities, solidifying their commitment to becoming invaluable assets to the office. On the same day, the National Nutrition Council (NNC) Caraga had its 2023 Regional Nutrition Awarding Ceremony in the Balanghai Hotel and Convention Center. The awarding aims to recognize the efforts and commendable contributions of local government units (LGUs) to continuing high-quality programs for nutrition, including the efforts made by the local nutrition focal persons, as well as outstanding achievements and contributions of various stakeholders in addressing malnutrition problems and at the same time promoting good nutrition among individuals, families, and communities. DBM RO XIII was among the awardees as an active partner and member of the Council.

To wrap up the day, RD Jagna, ARD Partosa, and the four division chiefs attended the 2023 Civil Service Commission (CSC) Awarding Ceremonies which recognized DBM XIII for its PRIME HRM ACCREDITATION & BRONZE AWARD [Maturity Level 2] pursuant to CSC Resolution No. 2200782 dated 29 December 2022 thereby achieving a process-defined Human Resource Management System (HRM) in the 4 core HRM systems: Recruitment, Selection, and Placement (RSP), Learning and Development [L&D], Performance Management [PM] and Rewards and Recognition [R&R].
DBM RO XIII stands proudly as one of three (3) trailblazers among all DBM regional offices, setting remarkable precedents by attaining the prestigious PRIME-HRM Bronze Award, marking a significant milestone in its relentless quest for excellence in Human Resource Management and public service delivery. Strengthening Bonds and Creating Cherished Memories
Family Day is a special occasion dedicated to celebrating the importance of family, reinforcing the bonds that tie us together, and creating lasting memories, even in our workplace.
As one unified DBM family, dedicated staff and personnel of DBM Trese embarked on a heartwarming journey to Buenavista, Agusan del Norte on September 28, 2023, to visit the Por Cristo Foundation Incorporated (Home for the Abandoned Elderly). The day was marked by an outpouring of compassion, as we generously donated essential goods, toiletries, and delectable snacks to bring joy and comfort to the Lolos and Lolas residing there.

Our visit extended beyond material donations. We shared moments of genuine connection, taking the time to engage with the residents, showcasing their singing talents, and dancing together to the delight of all present. These shared expressions of joy and unity emphasized the importance of human connection, transcending the boundaries of age and circumstance.

Butuan City - The Department of Budget and Management (DBM) Regional Office XIII, in its unwavering commitment to enhancing the capabilities of its workforce, recently conducted an In-House Capacity Development for Presentation and Facilitation Skills last October 13, 2023. The aim of the said training was to equip DBM personnel with essential skills to effectively deliver presentations and facilitate group interactions during various activities.
Regional Director Maria Fe D. Jagna emphasized the importance of conducting this capacity-building activity in anticipation of numerous forthcoming activities and technical assistance to the clientele agencies. This includes the conduct of Hisgot-Bansay for Department of Education (DepEd) Finance Personnel, the upcoming roll-out of the Budget Operations Manual (BOM) for LGUs 2023 Edition and the series of capacity building activities for the newly-elected Barangay and Sangguniang Kabataan officials.
The training covered topics related to enhancing the skills of the participants in areas involving presentation and facilitation. The first topic, delivered by Ms. Ma. Gloria E. Liquido, PhD., Professor II and at the same time the Director of the Office of Curriculum & Instruction Development of Caraga State University, focused on "Adult Learning Principles and Methodology Correlate Understanding of One's Role in Learning Environment." Participants learned about the six key principles and several methodologies of adult learning that could help them understand how to effectively impart knowledge and engage adult learners. Understanding and actual application of these principles and methodologies would aid DBM Trese on coming up with more effective and engaging technical assistance to their clientele agencies.
The second topic, presented by Ms. Janine S. Gelaga, MAEL, Instructor I and the Communication Coordinator of Caraga State University, delved into "Essential Presentation Skills." Ms. Gelaga tackled the order of events in making presentations, which includes: 1) conducting research, which suggests having a better grasp of the topic to be presented as well as knowing the audience beforehand; 2) making visual presentation, which focuses on the clarity and conciseness in a way the audience could easily comprehend; 3) dressing appropriately as a sign of respect to the audience, to the presenter and to the presentation; 4) delivering the presentation from an ordinary into an impactful one; 5) handling participants by keeping them interested and giving them a reason to listen; and, 6) managing question and answer sessions as questions form an important part of the presentation as it allows clarification and consolidation of learning. Following these key points would help improve the delivery of engaging, informative, and memorable presentations. Practice and experience are essential for refining presentation skills over time. With the right approach, anyone could become a more effective and confident presenter, leaving a positive impression on the audience.
Assistant Regional Director Jenneth C. Partosa capped the event by stressing out DBM RO XIII’s commitment to continuously develop and empower its workforce with each employee being agile and dynamic and is able to cope up in a VUCA world. The conducted training would enable employees to fulfill their roles more effectively in their future engagements as resource persons or speakers during lectures, invitations, and other similar events.
With the acquired presentation and facilitation skills, DBM Trese staff are better prepared to contribute to the success of upcoming activities by delivering impactful sessions and engaging with various stakeholders and play a vital role in strengthening public financial management.
