DBM Secretary Mina Pangandaman lauds DILG for fully embracing and promoting Open Government in all LGUs across the country
 
Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman lauded the Department of Interior and Local Government (DILG) for reinforcing open and participatory governance by encouraging all local government units (LGUs) to adopt and mainstream the principles of open government through Memorandum Circular (MC) No. 2025-065.
 
The MC will lay the groundwork for the operationalization of the OGP Localization Program, developed by the DILG, to empower local government units to be globally competitive open government champions, while supporting the co-creation and implementation of open government reforms through active LGU-CSO collaboration.
 
We want open government to take root from the ground up. That is why I commend President Ferdinand “Bongbong” R. Marcos Jr. and the DILG for all their efforts in pushing this forward. Ang tunay na pagbabago, nagsisimula po sa pakikilahok ng bawat isa. Sa mga barangay, munisipyo, at bawat komunidad,” said DBM Secretary Mina Pangandaman.
 
Implementing the principles of open government at the local level ensures that its benefits reach every Filipino, especially those in the regions. Thank you, DILG Secretary Remulla for supporting this cause. With this, we are fulfilling our promise to deliver better, faster, and more responsive services to our people,” Secretary Mina added.
 
The directive aligns with Executive Order No. 31, s. 2023 signed by President Bongbong Marcos, which designates the Philippine Open Government Partnership (PH-OGP) as the national mechanism for advancing open government values, and Proclamation No. 916, s. 2025 which declares the third week of May as Open Government Week.
 
The DBM, in partnership with the DILG and the PH-OGP Project Management Office (PMO), has been actively promoting open government among LGUs through initiatives such as the OGPinas! Nationwide Advocacy Campaign, which raises awareness on transparency and citizen participation and Dagyaw Town Halls an institutionalized mechanism for surfacing grassroots concerns and informing policy and decision-making. It also supports LGU engagement like the 2025 OGP Asia and the Pacific Regional Meeting and Open Gov Week 2025, and has co-led roundtable discussions and bilateral meetings to assess the readiness of local government units in joining the OGP Local program. 
 
As of April 2024, the Philippines has five active members in the OGP Local Program, namely: South Cotabato; Tagbilaran City, Bohol; Larena, Siquijor; Quezon City; and Baguio City.
 
With more local government units embracing the open government principles, we get closer to creating a more just, transparent, and empowered society. The momentum is here—and it is local,” Sec. Mina ended.

DBM Secretary Mina Pangandaman, pinuri ang DILG para sa buong pagyakap at pagsusulong ng Open Government sa lahat ng LGU sa buong bansa
 
Pinuri ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang Department of Interior and Local Government (DILG) sa pagpapatibay ng open and participatory governance sa pamamagitan ng paghikayat sa lahat ng local government units (LGUs) na gamitin at ipatupad ang mga prinsipyo ng bukas na pamamahala alinsunod sa Memorandum Circular (MC) No. 2025-065.
 
Ang MC ang maglalatag ng batayan para sa operationalization ng OGP Localization Program, na binuo ng DILG, upang palakasin ang local government units na maging globally competitive open government champion, habang sinusuportahan ang co-creation at pagpapatupad ng open government reforms sa pamamagitan ng aktibong kolaborasyon ng LGU-CSO.

Ang direktiba ay umaayon sa Executive Order No. 31, s. 2023 na nilagdaan ni President Bongbong Marcos, na nagtatalaga sa Philippine Open Government Partnership (PH-OGP) bilang national mechanism para sa pagsusulong ng open government values, at Proclamation No. 916, s. 2025 na nagdedeklara ng ikatlong linggo ng Mayo bilang Open Government Week.
 
Ang DBM, katuwang ang DILG at PH-OGP Project Management Office (PMO), ay masigasig na isinusulong ang bukas na pamamahala sa mga LGU sa pamamagitan ng mga inisyatiba tulad ng OGPinas! Nationwide Advocacy Campaign, na nagsusulong ng kamalayan sa transparency at partisipasyon ng mamamayan, at Dagyaw Town Halls bilang isang institutionalized mechanism para sa pagpapalabas ng mga pangunahing alalahanin at pagbibigay-alam sa patakaran at decision-making. Sinusuportahan din nito ang pakikipag-ugnayan ng LGU tulad ng 2025 OGP Asia and the Pacific Regional Meeting at Open Gov Week 2025, at katuwang na namumuno sa mga 1roundtable discussions at bilateral meetings para masuri ang kahandaan ng mga local government units sa pagsali sa OGP Local program.
 
Simula noong Abril 2024, ang Pilipinas ay may limang aktibong miyembro sa OGP Local Program: South Cotabato; Tagbilaran City, Bohol; Larena, Siquijor; Quezon City; at Baguio City.
