In line with the continuous implementation of Republic Act (RA) No. 12009 or the New Government Procurement Act (NGPA), signed into law by President Ferdinand R. Marcos Jr. in July 2024, Department of Budget and Management (DBM) Secretary and Government Procurement Policy Board (GPPB) Chairperson Amenah "Mina" F. Pangandaman has approved the Standard Forms for Procurement for greater transparency and efficiency.
The NGPA and its Implementing Rules and Regulations (IRR) authorize the GPPB to formulate public procurement policies and standardize processes and forms, ensuring consistency and transparency. The GPPB is also tasked to develop and require the use of generic procurement manuals and standard bidding forms for all Procuring Entities.
“We are pleased to announce the GPPB’s unanimous approval, noting all nine (9) member agencies and private sector representative, of the Standard Forms for Procurement through GPPB Resolution No. 03-2025. This is a crucial step in streamlining processes and promoting transparency and efficiency across all government procurement transactions. These forms are not just supplementary records—they are essential tools for standardized documentation,” Sec. Mina said.
"This approval marks the start of the three-year transition period for full compliance with the New Government Procurement Act," she added.
The members of the Board resolved to confirm, adopt, and approve Resolution No. 03-2025 on 14 May 2025. Accordingly, the GPPB - Technical Support Office , headed by Officer-in-Charge Maria Dionesia Rivera-Guillermo, identified the Standard Forms under the NGPA that shall be adopted, which include Strategic Planning Forms, Philippine Bidding Documents (PBD), and PBD-Related Forms.
The Standard Forms will take effect ninety (90) days after publication, expected by the end of June 2025, allowing time for training and preparation.
Revisions to the Standard Forms allow for completion either manually or digitally, and consolidate forms for Goods, Infrastructure Projects, and Consulting Services to achieve greater clarity and uniformity. These enhancements align with the provisions of the NGPA and its IRR, while also integrating best global practices and valuable feedback from relevant stakeholders.
Further, the GPPB shall issue policy guidance regarding the reckoning of the three-year transitory period and the applicability of RA No. 9184 in relation to RA No. 12009 during this period.

DBM, inaprubahan ang Standard Forms for Procurement para sa mas maigting na transparency at efficiency sa gov't procurement
Alinsunod sa patuloy na pagpapatupad ng Republic Act (RA) No. 12009, o ang New Government Procurement Act (NGPA), na nilagdaan bilang batas ni Pangulong Ferdinand R. Marcos Jr. noong Hulyo 2024, inaprubahan ni Department of Budget and Management (DBM) Secretary at Government Procurement Policy Board (GPPB) Chairperson Amenah "Mina" F. Pangandaman ang Standard Forms para sa pagtataguyod ng mas maigting na transparency at efficiency.
Binibigyang-awtoridad ng NGPA at ng Implementing Rules and Regulations (IRR) nito ang GPPB upang magbalangkas ng mga polisiya sa public procurement at gumawa ng pamantayan sa mga proseso at forms, na magtitiyak ng pagkakapare-pareho o consistency at transparency. Inatasan din ang GPPB na gumawa at magtakda ng paggamit ng generic procurement manuals at standard bidding forms para sa lahat ng Procuring Entities.

Nagpasya ang mga miyembro ng Board na kumpirmahin, tanggapin, at aprubahan ang Resolution No. 03-2025 noong ika-14 ng Mayo 2025. Alinsunod dito, tinukoy ng GPPB - Technical Support Office, sa pamumuno ni Officer-in-Charge Maria Dionesia Rivera-Guillermo, ang Standard Forms sa ilalim ng NGPA na dapat pagtibayin, kabilang ang Strategic Planning Forms, Philippine Bidding Documents (PBD), at iba pang PBD-Related Forms.
Magkakabisa ang Standard Forms siyamnapung (90) araw pagkatapos nitong mailathala, na inaasahang sa katapusan ng Hunyo 2025, na magbibigay ng panahon para sa training at preparasyon.
Kabilang sa mga pagbabago sa Standard Forms ay ang pagbibigay-daan sa pagkumpleto nito sa pamamagitan ng manual o digital, at ang pagconsolidate sa mga forms para sa Goods, Infrastructure Projects, at Consulting Services upang maging mas malinaw ito at pare-pareho. Naaayon ang mga pagpapahusay ng mga prosesong ito sa mga probisyon ng NGPA at ng IRR nito, habang sinasamahan ng mga best global practices at mahahalagang feedback mula sa mga relevant stakeholders.
Dagdag pa dito, magpapalabas ang GPPB ng policy guidance tungkol sa pagtukoy ng tatlong-taong transitory period at ang applicability ng RA No. 9184 kaugnay ng RA No. 12009 sa panahon na ito.
