A total of P6.20 billion has been released by the Department of Budget and Management (DBM) to cover the first tranche of the Targeted Cash Transfer (TCT) Program of the Department of Social Welfare and Development (DSWD).  The cash subsidy will be distributed to six (6) million beneficiaries from the poorest 50 percent of the country’s population to help them cope with rising prices of fuel and other commodities. Specifically, this includes four (4) million households enrolled under the Pantawid Pamilyang Pilipino Program (4Ps) and two (2) million social pension beneficiaries. The beneficiaries shall receive P500 monthly cash subsidies for six (6) months to be distributed in three (3) tranches. This implies they are expected to receive P1000 for the first tranche, which will be distributed through the cash cards issued by the LandBank of the Philippines or other approved modes of distribution.  The implementing guidelines of the TCT program are issued under DOF-DSWD-DBM-NEDA Joint Memorandum Circular No. 1, s. 2022.  The DBM will ensure the timely and prudent release of funds and work closely with all implementing agencies to help ease the burden of the vulnerable population most...
To ensure the efficient use of limited resources and to provide additional fiscal space for new public programs and projects, the Department of Budget and Management (DBM) encourages government agencies to revisit and reevaluate their budget proposals for their ongoing programs. The National Budget Memorandum (NBM) No. 144, which provides the Budget Priorities Framework for the preparation of the FY 2023 National Budget, directs government agencies to ensure that the revisited Tier 1 (existing programs) and proposed Tier 2 (new programs) budget proposals are (1) responsive to the expenditure directions and/or key sector strategies for 2023; (2) implementation-ready; (3) reflective of the agency’s absorptive capacity; and (4) aligned with the plans and priorities of the incoming administration.  Moreover, Tier 2 budget proposals for new programs must put primacy on health-related expenditures, disaster-risk management, social security, digital economy/government, local government support, and growth-inducing expenditures which include crucial and shovel-ready infrastructure projects, among others.
