Improving Bureaucratic Efficiency
 
The Department of Budget and Management (DBM), led by Secretary Amenah “Mina” Pangandaman, expressed its appreciation for the Senate's approval on third and final reading of the Government Optimization Act on 02 June 2025.
 
During the plenary session on Monday, the chamber passed Senate Bill 890, or the Optimization Bill, aimed at establishing a lean, efficient, and responsive government workforce to improve public service delivery.
 
"We are grateful to the esteemed members of the Senate, under the able leadership of Senate President Chiz Escudero, for prioritizing the passage of the Government Optimization Act. Its approval is a testament to our commitment to bureaucratic efficiency, consistent with the directive of President Ferdinand R. Marcos Jr. Through the Government Optimization Program, we will strengthen various government entities by ensuring that they perform their respective functions effectively which will ultimately benefit the Filipino people," Secretary Mina said.
 
The Optimization Bill is one of the priority measures under the Common Legislative Agenda of the Legislative-Executive Development Advisory Council (LEDAC) of the administration of President Ferdinand R. Marcos Jr. It is also among the bills that the President urged lawmakers to prioritize passing during his first State of the Nation Address.
 
Once enacted, it is expected to implement transformational reform initiatives by streamlining the operations of different agencies of the Executive Branch and optimizing their organizational structure and manpower complement, without necessarily cutting jobs.
 
The Government Optimization Program is also designed to improve public service delivery by eliminating functions, programs, and projects that are redundant, overlapping, or no longer necessary; strengthening sectors/agencies that need additional resources; and improving interoperability across government agencies.
 
It also aims to streamline systems and processes of agencies through various management systems improvement and productivity enhancement initiatives to better serve the public.
 
The Optimization Bill is expected to undergo bicameral conference committee deliberation on Tuesday, 03 June 2025.

Pagpapabuti ng Bureaucracy Efficiency
DBM Sec. Mina Pangandaman, pinasalamatan ang Senado sa pag-apruba ng Government Optimization Act sa ika-huling pagbasa
 
Nagpahayag ng pasasalamat ang Department of Budget and Management (DBM), sa pangunguna ni Secretary Amenah “Mina” F. Pangandaman, sa pag-apruba ng Senado sa ikatlo at huling pagbasa ng Government Optimization Act ngayong ika-2 ng Hunyo 2025.
 
Sa plenary session nitong Lunes, ipinasa ng Senado ang Senate Bill 890, o ang Optimization Bill, na naglalayong magtatag ng isang wasto, episyente, at tumutugon na pwersa ng manggagawa upang mapabuti ang paghahatid ng serbisyo publiko.

Ang Optimization Bill ay isa sa mga priority measures sa ilalim ng Common Legislative Agenda of the Legislative-Executive Development Advisory Council (LEDAC) ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. Ito rin ay kabilang sa mga panukalang batas na hinimok ng Pangulo sa mga mambabatas na unahing ipasa sa kanyang unang State of the Nation Address.
 
Oras na maisabatas, inaasahang magpapatupad ito ng mga transformational reform initiatives sa pamamagitan ng pagpapadali at pagpapabilis ng mga operasyon ng iba't ibang ahensya ng Executive Branch at pag-optimize ng kanilang organizational structure at manpower complement, na hindi nangangahulugang pagtatanggal ng mga trabaho.
 
Idinisenyo rin ang Government Optimization Program upang mapabuti ang paghahatid ng serbisyo publiko sa pamamagitan ng pag-aalis ng mga function, programa, at proyekto na redundant, overlapping, o hindi na kinakailangan; pagpapalakas ng mga sektor/ahensya na nangangailangan ng karagdagang resources; at pagpapabuti ng interoperability sa pagitan ng mga ahensya ng gobyerno.
 
Nilalayon din nitong i-streamline ang mga sistema at proseso ng mga ahensya sa pamamagitan ng iba't ibang management systems improvement at productivity enhancement initiatives upang mas mahusay na mapagsilbihan ang publiko.
 
Ang Optimization Bill ay inaasahan na sasailalim sa bicameral conference committee deliberation sa Martes, ika-03 ng Hunyo 2025.
