Following the approval of President Rodrigo Roa Duterte, the DBM released an additional funding amounting to P1.185 billion for the payment for the Special Risk Allowance (SRA) of 63,812 eligible public and private healthcare workers (HCWs) who are directly catering to or are in contact with COVID-19 patients.   Overall, the DBM released a total of P11.856 billion, which benefitted 562,928 HCWs who shall receive an SRA not exceeding P5,000 per month from December 20, 2020 to June 30, 2021. Thumbnail January 7, 2022   The Development Budget Coordination Committee (DBCC) is closely monitoring the impact of the elevated number of COVID-19 cases, especially in the National Capital Region (NCR) and its neighboring provinces. We estimate that the shift from Alert level 2 to Alert level 3 for NCR plus, which includes Metro Manila, Bulacan, Cavite, Laguna, and Rizal, will result in a Gross Value Added (GVA) loss of about P3.0 billion per week. While this may delay our goal of shifting to Alert level 1, we believe that this is a temporary setback and is a necessary adjustment in view of the new COVID variant. As we previously said, we are in a better position to manage possible spikes — we have enough vaccines and funding for booster shots; we have increased hospital capacity; we now resort to granular lockdowns; and, from all indications, the Omicron variant results in less severe cases, especially to those who are fully vaccinated.  As of January 5, a total of 110.9 million doses have been rolled out. The Department of Budget and Management (DBM) released an additional P4.85 billion to cover the financial assistance of individuals residing in cities and municipalities affected by Typhoon Odette. In particular, this shall be distributed to local government units (LGUs) in Region IV-B (P198.21 million), Region VI (P1.63 billion), Region VII (P1.04 billion), Region VIII (P964.10 million), Region X (P156.02 million) and Region XIII (P864.08 million). With this, affected persons and families are expected to receive assistance equivalent to P1,000 per individual and a maximum of P5,000 per household. The recipient LGU shall facilitate and determine the most efficient way to immediately provide the assistance to their constituents, subject to close supervision and monitoring of the Department of the Interior and Local Government and the Department of Social Welfare and Development (DSWD).
