CANDA JANUARY 27, 2022 Colleagues in government, friends from the media, fellow Filipinos, good morning. The door to our economic recovery is now fully open.  The numbers for 2021 show an economy primed to break out. In the second quarter, we saw a reversal from a temporary downturn as the economy expanded by 12 percent. By ramping up our vaccination program and allowing more sectors to open, we sustained our recovery and still grew by 6.9 percent in the third quarter amid the surge from the Delta variant. In the last quarter, we further recalibrated our strategies by shifting to the alert level system with granular lockdowns. Our efforts to safely reopen the economy allowed more Filipinos to work and earn their income. In November 2021, the unemployment rate declined to 6.5 percent, the lowest since the start of the pandemic. This led to a net employment creation of 2.9 million above pre-pandemic levels.  Our strategies in 2021 have culminated in a full-year growth that exceeded targets and expectations.   Performance of the economy...
Following the approval of President Rodrigo Roa Duterte, the DBM released an additional funding amounting to P1.185 billion for the payment for the Special Risk Allowance (SRA) of 63,812 eligible public and private healthcare workers (HCWs) who are directly catering to or are in contact with COVID-19 patients.   Overall, the DBM released a total of P11.856 billion, which benefitted 562,928 HCWs who shall receive an SRA not exceeding P5,000 per month from December 20, 2020 to June 30, 2021. Thumbnail January 7, 2022   The Development Budget Coordination Committee (DBCC) is closely monitoring the impact of the elevated number of COVID-19 cases, especially in the National Capital Region (NCR) and its neighboring provinces. We estimate that the shift from Alert level 2 to Alert level 3 for NCR plus, which includes Metro Manila, Bulacan, Cavite, Laguna, and Rizal, will result in a Gross Value Added (GVA) loss of about P3.0 billion per week. While this may delay our goal of shifting to Alert level 1, we believe that this is a temporary setback and is a necessary adjustment in view of the new COVID variant. As we previously said, we are in a better position to manage possible spikes — we have enough vaccines and funding for booster shots; we have increased hospital capacity; we now resort to granular lockdowns; and, from all indications, the Omicron variant results in less severe cases, especially to those who are fully vaccinated.  As of January 5, a total of 110.9 million doses have been rolled out.
