The Department of Budget and Management (DBM) has taken another step forward in digital transformation as the DBM Office of the Chief Information Officer (OCIO) and the Information and Communications Technology Group (ICTG) unveil four new Budget Data Analytics Dashboards.
Using the power of real-time data received from numerous sources in the national and local government units, these four dashboards will leverage statistical techniques and machine learning algorithms to extract meaningful knowledge from raw data and turn it into actionable intelligence for strategic decision-making.
These dashboards include the following:
- Dashboard 1: Eight-Point Socioeconomic Agenda
Provides a comprehensive visualization and analysis platform for monitoring progress and outcomes related to the 8-point Socioeconomic Agenda. The data is sourced from the Online Submission of Budget Proposals (OSBP) and the Budget Preparation Management System (BPMS). This dashboard will be a vital tool for policymakers, stakeholders, and decision-makers to assess the impact and effectiveness of budget allocations in achieving socioeconomic goals.
- Dashboard 2: Inflation for Food and Non-Food
Provides a robust platform for monitoring and analyzing inflation rates, with a specific focus on the categories of food and non-food items. Consolidating and visualizing inflation data empowers decision-makers to respond proactively to economic trends and formulate effective strategies.
This dashboard is currently accessible to members of the Inter-Agency Committee on inflation and Market Outlook,
- Dashboard 3: National Expenditure Programs (NEP)
Serves as a central hub for monitoring and analyzing the aggregate allotments allocated to various government Departments, Agencies, and Operating Units. The data is sourced from the NEP, BPMS, and the BESF. It will provide policymakers and stakeholders with a real-time overview of budget allocations, execution, and financial performance across the government’s organizational landscape.
- Dashboard 4: Government-Owned and Controlled Corporations (GOCC)
Serves as a comprehensive monitoring tool for GOCCs. This will provide real-time insights to the policymakers, regulatory bodies, and stakeholders on the financial performance, operational efficiency, and compliance of GOCCs.
Each dashboard has the capability to present the most relevant information to corresponding users and stakeholders in a visual, interactive, and easy-to-understand interface. The whole project involves the implementation of the Data Exchange Platform for publishing data and collaborating with DBM analysts and ICT personnel, with the availability of the module for easy and transparent access to relevant historical data. Utilizing Microsoft Power BI, the dashboards will present dynamic visualizations tailored to support DBM’s comprehensive budget planning, execution, monitoring, and evaluation processes. Moreover, these tools can be used for future predictive analytics use cases.
A project kick-off event was held on November 22, 2023, graced by Undersecretary Maria Francesca M. Del Rosario, Assistant Secretary Gerardo E. Maula, Principal Economist Joselito R. Basilio, DBM OCIO and ICTG teams, and representatives from Aboitiz Data Innovation (ADI).
“Collaborating with ADI, our project is poised to guide decision-making processes effectively,” said Undersecretary Del Rosario. “Together, we are paving a future where data is not just information but a powerful tool for informed and strategic governance,” she added.
The four budget data analytics dashboards are now fully operational.
