The history of the Department of Budget & Management- Regional Office IV-B (DBM-RO IV B) is closely linked to the life story of DBM-IV-A. First, there was one Region-IV. Then Executive Order 103 was issued on May 17, 2002 dividing Region IV into IV-A and IV-B.

Region IV-B, known as MIMAROPA, an acronym for the provinces under its jurisdiction, covered the island provinces of Mindoro Occidental and Mindoro Oriental (MI), Marinduque (MA), Romblon (RO), and Palawan (PA), and the cities of Calapan and Puerto Princesa.

For its part, the DBM operationalized the separation via Office Order No. 2002-337 dated September 12, 2002 implementing the change in coverage and jurisdiction. Office Order No. 2003-149 dated April 12, 2003 further strengthened the change with the designation of DBM Regional Director’s to each of the two RO’s, with Director Orlando R. Garcia being assigned to DBM-RO IV-B.

DBM-RO-IV-B became fully operational on August 8, 2003, when the Director and staff of the RO moved to its new office on the 6/Floor Asia Trust Bank Building, 1424 Quezon Avenue, Quezon City. In 2016, the Office transferred to its current location at 2nd Floor CSP Building, still in Quezon Avenue, Quezon City.

The Regional Office management has seen four (4) leaders – Director Garcia was then succeeded by Director Renato M. De Vera, who stayed with the Office until his reassignment to DBM RO V in July 2018. Director Maria Angelita C. Cells has assumed leadership of the Regional Office until the effectivity of Office Order 575, s. 2021 on January 3, 2022, the Reassignment of Directors in the DBM Regional Offices (ROs). Director Ricky L. Sanchez is now taking reins of MIMAROPA Regional Office.
