Department of Budget and Management Secretary Benjamin E. Diokno was keynote speaker at the Forum with Client-Agencies organized by the Procurement Service and held on December 5, 2017 at the PS Complex in Paco, Manila.

On December 5, 2017, the Procurement Service (PS), an attached agency of the Department of Budget and Management (DBM), conducted a forum to present updates on the agency and on PhilGEPS, procurement, sales, as well as retail store operations to representatives from client-agencies – government agencies that purchase Common Supplies and Equipment (CSEs), and those who tap the PS as Procurement Agent for non-common-use supplies. The forum was held at the PS Complex in Paco, Manila.

PS Executive Director Bingle Gutierrez delivered the opening remarks, welcoming the participants and introducing the keynote speaker, DBM Secretary Benjamin E. Diokno, who spearheaded electronic procurement in the Philippine government.

In his keynote address, Sec. Diokno encouraged the participants to “ask, comment, and suggest as to how [the PS] can serve [them] better.” He also spoke about the DBM directive to agencies or procuring entities to submit an Annual Procurement Plan for Common Supplies and Equipment, emphasizing that compliance with the said DBM issuance will allow the PS to eliminate stock-outs as the agency will be able to project and plan the procurement more accurately.

A panel discussion was held after the discussions and presentations of updates to allow the client-agencies to ask or comment about issues they encounter in procurement.
