Realizing PBBM's promise to bolster education sector
To realize President Ferdinand R. Marcos Jr.'s directive to promote lasting peace and development, Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman approved the release of over P1.4 billion for the implementation and monitoring of the PAyapa at MAsaganang PamayaNAn (PAMANA) Program.
The program, implemented by the Department of Social Welfare and Development (DSWD), is composed of micro-level interventions to respond to conflict and strengthen peace-building efforts, as well as support reconstruction and development in conflict-affected and vulnerable areas.
"We immediately approved the release of SARO, amounting to P1.4 billion, for the implementation of PAMANA Program, as we fully support President Ferdinand R. Marcos Jr.'s peace and national development agenda," DBM Sec. Mina Pangandaman said.
“Mahalaga po na magtuluy-tuloy ang PAMANA program dahil ito 'yung nagbibigay-suporta sa pangmatagalang pag-unlad ng lokalidad, lalo na ‘yung mga vulnerable communities sa bansa,” Sec Mina added.
The PAMANA program of the DSWD is being implemented in two tracks: the PAMANA Peace and Development Project and the PAMANA Local Government Unit (LGU)-Led Livelihood Track.
The PAMANA Peace and Development Project seeks to empower conflict-vulnerable and conflict-affected regions and indigenous communities by providing improved access to basic services and a platform where identified communities can propose projects based on their needs.
For this track, a total of P351.071 million is allocated for the capacity building of 198 target areas/communities in regions CAR, I, II, IV A-B, VI-VIII, X, and XIII.
Meanwhile, the PAMANA DSWD/LGU-led livelihood Track is composed of livelihood assistance programs implemented together with the LGUs to complement the community subprojects under the PAMANA Peace and Development Track. It aims to improve the socio-economic condition of the beneficiaries in conflict-affected and vulnerable areas towards sustainable development.
A total of P1.049 billion has been allocated for this track for 981 target areas for Sustainable Livelihood Associations in regions CAR, II-VI, NIR, IX, and XIII.
The appropriated budget for the PAMANA Program is chargeable against the DSWD's Specific Budget under the FY 2025 General Appropriations Act (GAA). Of these, P500 million shall be used for peace and development case management process to facilitate the healing process of individuals, families, and communities over traumas from armed conflict struggles to build their resilience, consistent with the Special Provision of the DSWD budget under the FY 2025 GAA.

Pagsasakatuparan ng direktiba ni PBBM tungo sa pangmatagalang kapayapaan

Bilang pagtugon sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na isulong ang pangmatagalang kapayapaan at kaunlaran, inapubrahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pagpapalabas ng mahigit P1.4 bilyon para sa pagpapatupad at pag-monitor ng PAyapa at MAsaganang PamayaNAn (PAMANA) Program.
Ang programa, na ipinatutupad ng Department of Social Welfare and Development (DSWD), ay binubuo ng micro-level interventions na tumutugon sa conflict o kaguluhan at pagpapalakas ng peace-building efforts, gayundin ang pagsuporta sa reconstruction at pagpapaunlad ng conflict-affected at vulnerable na mga lugar.

Ang PAMANA program ng DSWD ay ipinatutupad sa dalawang bahagi: ang PAMANA Peace and Development Project at ang PAMANA Local Government Unit (LGU)-Led Livelihood Track.
Layunin ng PAMANA Peace and Development Project na palakasin ang mga conflict-vulnerable at conflict-affected na rehiyon at mga katutubong pamayanan sa pamamagitan ng pagbibigay ng mas mahusay na access sa mga pangunahing serbisyo at plataporma kung saan maaaring magpanukala ng mga proyekto ang mga komunidad base sa kanilang pangangailangan.
Para sa bahaging ito ng programa, nasa kabuuang P351.071 milyon ang inilaan para sa capacity building ng 198 target na lugar/komunidad sa mga rehiyon ng CAR, I, II, IV A-B, VI-VIII, X, at XIII.
Samantala, ang PAMANA DSWD/LGU-led livelihood Track ay binubuo ng mga programang pangkabuhayan na ipinatutupad kasama ang mga LGU para i-akma ang mga subproject sa ilalim ng PAMANA Peace and Development Track. Layunin nitong mapabuti ang socio-economic condition ng mga benepisyaryo na nasa conflict-affected at vulnerable na mga lugar tungo sa sustenableng pag-unlad.
May kabuuang P1.049 bilyon naman ang inilaan para sa bahaging ito ng programa para sa 981 target na lugar para sa mga Sustainable Livelihood Associations sa mga rehiyon ng CAR, II-VI, NIR, IX, at XIII.
Ang inilaang pondo para sa PAMANA Program ay manggagaling sa Specific Budget ng DSWD sa ilalim ng FY 2025 General Appropriations Act (GAA). Sa halagang ito, P500 milyon ang nakalaan para sa peace and development case management process na layong tumulong sa healing process ng mga indibidwal, pamilya, at komunidad mula sa mga trauma na dulot ng armed conflict na kanilang pinagdaanan upang mapalakas ang kanilang katatagan, alinsunod sa Special Provision ng DSWD budget sa ilalim ng FY 2025 GAA.
