In adherence to the directive of President Ferdinand “Bongbong” R. Marcos Jr. to place green governance at the forefront of public service, the Department of Budget and Management (DBM) has made history as the first national government agency to create a dedicated Sustainability Committee and establish the first Chief Sustainability Officer (CSO) role in the national government – a bold step that underscores its leadership in climate action and its commitment to embedding sustainability into the core of government operations.
 
“At the DBM, we take sustainability very seriously. As stewards of the national budget, we know that every policy we shape and every peso we spend must support a future that is not only economically sound but also environmentally just. Creating the Sustainability Committee is our way of showing support to the belief of President Bongbong Marcos that climate action should not just be the work of environmental agencies—it’s everyone’s responsibility, and we’re proud to lead the way,” said DBM Secretary Mina Pangandaman.
 
The Committee was formed through Department Order No. 8, s.2025, signed by Secretary Pangandaman. It will serve as the internal mechanism to guide the Department’s sustainability efforts by overseeing the environmental, economic, and social impact of DBM’s operations; reviewing current programs and practices; and recommending new initiatives to strengthen environmental performance, foster innovation, and promote accountability.
 
As the central fiscal authority of the Philippine government, the DBM recognizes that good governance and sustainability are deeply interconnected. The establishment of the Committee reflects the agency’s proactive stance in aligning its policies and programs with the goals of the Philippine Development Plan (PDP) 2023–2028, the Green Public Procurement roadmap, and the country’s Nationally Determined Contributions (NDCs) under the Paris Agreement.
 
Through this initiative, DBM aims to make sustainability a guiding principle in public service, not an afterthought, but a standard that drives planning, budgeting, and delivery of services,” DBM Sec Mina emphasized.

DBM, kauna-unahang ahensya ng national gov’t na nagtatag ng sustainability committee
 
Bilang pagsunod sa direktiba ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. na isulong ang green governance sa serbisyo publiko, gumawa ng kasaysayan ang Department of Budget and Management (DBM) bilang kauna-unahang ahensya ng national government na bumuo ng Sustainability Committee at magtatatag ng kauna-unahang Chief Sustainability Officer (CSO) role sa gobyerno – isang malaking hakbang na nagbibigay-diin sa pamumuno ng ahensya sa climate action at pagpapaloob ng sustainability sa mga operasyon ng gobyerno.

Itinatag ang Komite sa bisa ng Department Order No. 8, s.2025, na nilagdaan ni Secretary Pangandaman. Magsisilbi itong internal mechanism na gagabay sa sustainability efforts ng Departamento sa pamamagitan ng pagbantay sa environmental, economic, at social impact ng mga operasyon ng DBM; pagsusuri sa kasalukuyang mga programa at gawain; at pagrekomenda ng mga bagong inisyatiba na nagpapalakas sa environmental performance, pagtaguyod ng inobasyon, at pagsulong ng accountability.
 
Bilang pangunahing fiscal authority ng gobyerno, kinikilala ng DBM ang malalim na pagkakaugnay ng mabuting pamamahala at sustainability. Ang pagtatatag ng Komite ay sumasalamin sa proactive stance ng ahensya na iayon ang mga polisiya at programa nito sa mga layunin ng Philippine Development Plan (PDP) 2023–2028, Green Public Procurement roadmap, at ang Nationally Determined Contributions (NDCs) ng bansa sa ilalim ng Paris Agreement.
