 DBM welcomes World Bank, IMF Technical Assistance Missions aimed at strengthening PH’s financial, public asset management
 
In a bid to further enhance the country's Public Financial Management (PFM) system, particularly its budget preparation process and public asset management, the World Bank and the International Monetary Fund (IMF) conducted a series of mission activities with the Department of Budget and Management (DBM).
World Bank Technical Mission
On April 30 and May 2, 2025, the World Bank held its mission activities with the DBM, focusing on the institutionalization of public asset management. It aims to provide technical assistance on institutional arrangements and functional linkages for asset management planning, budgeting, and accounting. The advice on financial aspects of public asset management and the linkages of the asset registry to the integrated financial management information system (IFMIS) will help to ensure coherence of asset valuation and financial data.
The kick-off meeting was attended by DBM Functional Head of the Information and Communications Technology Group and Chief Information Officer Undersecretary Maria Francesca del Rosario, and DBM Functional Head for the Organization and System Improvement Group Assistant Secretary Leonido Pulido III.
IMF Technical Mission
On April 7-11, 2025, the IMF mission activity focused on the process mapping for budget preparation, stakeholder mapping to identify various users of each process, and conducting design thinking sessions, user interviews, and information validation.
 "Our goal is to enhance the efficiency, transparency, and effectiveness of our budget preparation. This mission is significant for ensuring our financial resources are allocated to best serve our people and support sustainable development," Usec. del Rosario said.
 "The budget is the backbone of our government's operations, reflecting our priorities and vision. However, preparing it is complex and involves many stakeholders. Process mapping will help us identify bottlenecks and areas for improvement, streamlining procedures and enhancing budget quality," she added.
The recently concluded mission is a follow-up to the IMF Technical Assistance Mission in 2023 to support the Philippine government's digital transformation of PFM's functions, particularly in budget preparation and execution, public investment management, and performance–oriented budgeting.

DBM, malugod na tinanggap ang World Bank, IMF Technical Assistance Missions na naglalayong palakasin ang financial, public asset management
 
Sa hangaring mas lalong pahusayin ang Public Financial Management (PFM) system ng bansa, partikular na sa budget preparation process at public asset management, nagsagawa ang World Bank at ang International Monetary Fund (IMF) ng mga serye ng mission activities kasama ang Department of Budget and Management (DBM).
 
World Bank Technical Mission
 
Noong ika-30 ng Abril at ika-2 ng Mayo 2025, isinagawa ng World Bank ang kanilang mission activities kasama ang DBM, na nakatuon sa institusyonalisasyon ng public asset management. Layunin nitong magbigay ng technical assistance sa institutional arrangements at functional linkages para sa asset management planning, budgeting, at accounting. Ang panukala sa financial aspects ng public asset management at ang linkages ng asset registry sa integrated financial management information system (IFMIS) ay makatutulong na matiyak ang pagkakaugnay-ugnay ng asset valuation at financial data.

IMF Technical Mission
 
Noong ika-7 hanggang 11 ng Abril 2025 naman, nakatuon ang technical mission ng IMF sa process mapping para sa budget preparation, stakeholder mapping upang tukuyin ang iba’t ibang users sa bawat proseso, at sa pagsasagawa ng design thinking sessions, user interviews, at information validation.

Ang pinakahuling mission ay pagpapatuloy sa naunang IMF Technical Assistance Mission noong 2023 para suportahan ang digital transformation ng PFM functions ng bansa, partikular na sa budget preparation at execution, public investment management, at performance-oriented budgeting.
