The Department of Budget and Management (DBM) released Circular Letter No. 2025-3 prescribing the guidelines on setting up offices, hiring staff, and allocating funds to ensure the smooth operation of the Negros Island Region (NIR).
This follows Section 4 of Republic Act (RA) No. 12000, also known as the NIR Act, which mandates the creation of regional office in certain departments/agencies to improve government services in the newly created region.
“With the NIR Act designed to speed up public service delivery in the local community, the DBM ensures its success by providing clear guidelines on how offices should be organized and operated effectively,” explained DBM Secretary Amenah “Mina” F. Pangandaman.
As stated in Section 4 of Republic Act No. 12000, Negros Occidental will house government offices related to agriculture, land, peace and order, security, and governance. Meanwhile, Negros Oriental will host offices focused on human development, infrastructure, and industry and labor.
The funds for daily operations and infrastructure needs of the NIR offices will come from the existing budgets of the concerned departments in Regions VI and VII. Additional funding may be provided by the agencies, if necessary.
Also addressed in the Circular are the mechanisms in establishing the organizational structure and staffing pattern in the NIR offices, including the transfer or detail of existing personnel, the designation of interim heads, and procedures for filling any remaining positions. However, in light of the May 12, 2025 National and Local Elections, all staffing actions and personnel movements shall be subject to the provisions of the Omnibus Election Code.
Passed into law on June 11, 2024, the NIR Act unifies the provinces of Siquijor, Negros Oriental, and Negros Occidental, to promote decentralized administration, strengthen local autonomy, and accelerate economic, cultural, and social development. The legislation supports the Bagong Pilipinas governance model, which prioritizes inclusivity and sustainable progress across the Philippines.

DBM, naglabas ng guidelines ukol sa pagbuo ng mga tanggapan ng gobyerno para sa Negros Island Region
Inilabas ng Department of Budget and Management (DBM) ang Circular Letter No. 2025-3 na nagtatakda ng mga guidelines o panuntunan sa pagbuo ng mga tanggapan, hiring ng mga tauhan, at paglalaan ng pondo para matiyak ang maayos na operasyon ng Negros Island Region (NIR).
Ito ay batay sa Seksyon 4 ng Republic Act (RA) No. 12000 o NIR Act, na nagmamandato sa pagtatayo ng regional office ng ilang mga kagawaran/ahensya upang mapabuti ang serbisyo ng gobyerno sa nasabing bagong-likhang rehiyon.

Alinsunod sa Seksyon 4 ng Republic Act No. 12000, magkakaroon sa Negros Occidental ng mga tanggapan ng gobyerno na may kaugnayan sa agrikultura, lupa, peace and order, seguridad, at pamamahala. Samantala, nasa Negros Oriental naman ang mga tanggapan na nakatuon sa human development, imprastraktura, at industriya at paggawa.
Ang pondo para sa pang araw-araw na operasyon at pangangailangan sa imprastruktura ng mga tanggapan ng NIR ay manggagaling sa mga existing budgets ng mga kinauukulang kagawaran sa Rehiyon VI at VII. Maaari ring maglaan ng karagdagang pondo ang mga ahensya kung kinakailangan.
Nakasaad rin sa Circular ang mga mekanismo sa pagtatatag ng organizational structure at staffing pattern sa mga tanggapan ng NIR, kabilang ang paglilipat o pag-detail ng mga kasalukuyang kawani, pagtatalaga ng interim heads, at procedures sa pagpuno ng mga natitirang posisyon. Gayunpaman, dahil sa darating na 2025 National and Local Elections, ang lahat ng staffing actions at personnel movements ay susunod sa mga probisyon ng Omnibus Election Code.
Naipasa bilang batas noong Hunyo 11, 2024, ang NIR Act ay nag-uugnay sa mga lalawigan ng Siquijor, Negros Oriental, at Negros Occidental, upang itaguyod ang decentralized na administrasyon, palakasin ang local autonomy, at pabilisin ang economic, cultural, at social development. Sinusuportahan din ng batas ang istilo ng pamamahala sa ilalim ng Bagong Pilipinas, na binibigyang-prayoridad ang pagkakaroon ng ingklusibo at pangmatagalang kaunlaran sa buong Pilipinas.
