Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman highlighted the government's commitment to continue supporting the education sector by investing in human resource and organizational development.
 
The Budget Secretary served as a keynote speaker at the Department of Education's (DepEd) Human Resource and Organizational Development (HROD) Convention 2025, themed "All Hands on Deck: Steering Workforce, Driving Transformation," on 19 February 2025 in Pasay City. She was joined by Senate Committee on Basic Education Chair Sen. Sherwin Gatchalian and Department of Education Secretary Juan Edgardo "Sonny" Angara.
 
The convention gathered HROD leaders and champions nationwide to collaborate, exchange ideas, innovate, and drive transformation.
 
"The insights and strategies shared in this two-day gathering will directly impact the effectiveness and efficiency of our workforce—our teachers—leading to better learning outcomes for our students and a more responsive, high-quality education system for all Filipinos," Sec. Mina said.
 
"Makakasiguro po kayo na ang DBM po ay walang sawang magbibigay suporta at magsisiguro na lahat ng kawani ng ating gobyerno, kasama ang ating mga guro sa bansa, ay may oportunidad sa mas magandang buhay," the Budget Secretary emphasized.
 
Meanwhile, Education Secretary Sonny Angara recognized Secretary Mina's vital role in transforming the education sector by empowering its workforce.
 
"Pinapaabot ko ang aking taos-pusong pasasalamat sa ating Budget Secretary Amenah Pangandaman at kay Senator Win Gatchalian, sa kanilang tulong sa ating departamento at sa kanilang presensiya ngayong umaga.  The steadfast commitment of Secretary Mina has been instrumental in transforming our plans into concrete actions that benefit our workforce. Sa direktiba rin ni Pangulong Bongbong Marcos, lagi kaming magkatuwang ni Sec. Mina sa pagsusulong ng mga reporma sa edukasyon," Sec. Sonny said.
 
Signing of DBM-DepEd Joint Circular for the Career Progression for Teachers and School Heads
 
One of the major activities of the 2025 HROD convention is the ceremonial signing of the DBM-DepEd Joint Circular for the Modified Position Classification and Compensation Scheme and System of Career Progression for Teachers and School Heads in the Public Basic Education System. The Joint Circular builds on Executive Order (EO) No. 174, which establishes the expanded career progression system for public school teachers.
 
It updates the position classification and compensation scheme to add the new positions of Teacher IV-VII and Master Teacher V; defines new reclassification guidelines for teachers, including Senior High School teachers and school principals; and establishes new staffing parameters for Master Teacher and School Principal positions enclosed in 1997 Organization and Staffing Standards for DECS Schools Division, Elementary, and Secondary Schools.
 
"This is a new beginning, a concrete step in our dedication to empowering teachers, fostering their growth, and building a brighter, more competent, and prosperous Bagong Pilipinas, one teacher and one student at a time," Sec. Mina said.
 
Reiterating her previous message for teachers in July last year, the Budget Chief likewise said, “Alam ko po sa puso ko na wala po tayong lahat dito kung wala po ang ating mga guro.“
