Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman lauds the Procurement Service - DBM (PS-DBM) for reaching a major milestone on February 18, 2025, with the successful turnover of vehicle units through the eMarketplace online platform.
 
Everything about the eMarketplace, from its development to its implementation, is designed to be quick and easy. We launched it in December last year, and now, two agencies have already benefited from faster, more efficient, and seamless procurement. ‘Add to cart’ has officially been activated for government procurement,” said Secretary Pangandaman.
 
"Imagine, from a four-month wait to less than two weeks! This is the game-changing efficiency that the eMarketplace brings. But this is just the beginning as we continue to revolutionize government purchasing for the better,” mentioned Secretary Mina.
 
Our significant progress in this digitalization effort is all thanks to the hard work of the PS-DBM backed by the unwavering support of the GPPB-TSO (Government Procurement Policy Board-Technical Support Office) and the DBM," the DBM Secretary added.
 
The eMarketplace is designed to modernize the procurement process, allowing agencies to conveniently “add to cart” essential goods and services, ensuring timely and cost-effective transactions.
 
Kicking off the first sale under the e-Marketplace, four motor vehicles worth P7.6 million were handed over to the Insurance Commission at Toyota Otis in Paco, Manila, on February 17, 2025.

Meanwhile, the following day, the National Tax Research Center (NTRC) received its order of two motor vehicles valued at P3.3 million.
 
The eMarketplace is one of the many components of the New Government Procurement Act (NGPA), a “transformative reform” that modernizes and augments public procurement processes in the country by addressing existing loopholes and inefficiencies. The NGPA was signed into law by President Ferdinand R. Marcos Jr. (PBBM) on July 20, 2024.
 
PS-DBM Executive Director (ED) Atty. Genmaries “Gen” S. Entredicho-Caong highlighted PBBM’s strong support for the initiative, recalling how he personally pushed for it during discussions on the proposed amendments to the procurement law.
 
"Si President Bongbong Marcos talaga ang may gusto niyan… He remembered it particularly in our proposals for the amendment of the procurement law… Natandaan niya talaga," PS-DBM ED Gen explained.
 
The eMarketplace is just one milestone in our digital transformation journey. We assure you that PS-DBM is committed to continuously institutionalizing public procurement reforms to achieve our Agenda for Prosperity,” Secretary Mina stated, highlighting the agency’s dedication to innovation and efficiency in government transactions.
 
The eMarketplace is now operational, allowing government agencies to begin ordering motor vehicles as part of its pilot program for common-use supplies and equipment (CSE). More items are being added, including airline tickets, cloud computing services, and various software and licenses.

Binigyang papuri ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang Procurement Service – DBM (PS-DBM) sa pagkamit ng major milestone noong ika-18 ng Pebrero 2025, sa matagumpay na pagturnover ng vehicle units sa pamamagitan ng eMarketplace online platform.

Sa pagsisimula ng unang benta sa ilalim ng e-Marketplace, apat na motor vehicles na nagkakahalaga ng P7.6 milyon ang naihand-over sa Insurance Commission sa Toyota Otis sa Paco, Manila, noong ika-17 ng Pebrero, 2025.

Samantala, kinabukasan, natanggap ng National Tax Research Center (NTRC) ang kanilang order na dalawang motor vehicles na nagkakahalaga ng P3.3 milyon.
 
Ang eMarketplace ay isa sa maraming bahagi ng New Government Procurement Act (NGPA), isang “transformative reform” na ginagawang moderno at nagpapalakas sa mga proseso ng pampublikong procurement sa bansa sa pamamagitan ng pagtugon sa mga kasalukuyang butas at kakulangan. Ang NGPA ay nilagdaan bilang batas ni Pangulong Ferdinand R. Marcos Jr. (PBBM) noong Hulyo 20, 2024.
 
Binigyang-diin ni PS-DBM Executive Director (ED) Atty. Genmaries “Gen” S. Entredicho-Caong ang malakas na suporta ni PBBM para sa inisyatibong ito, at inalala niya kung paano niya ito personal na itinulak sa talakayan hinggil sa mga iminungkahing amyenda sa procurement law.

Patuloy na idinadagdag ang iba pang mga produkto tulad ng airline tickets, cloud computing services, at iba't ibang software at licenses.
