The Department of Budget and Management (DBM), led by Secretary Amenah “Mina” Pangandaman, lauds the leadership and members of the Senate as the chamber moves to pass Senate Bill 890 or the Rightsizing of the National Government on second reading.
 
We commend the Senate, spearheaded by Senate President Chiz Escudero with the robust support of Senator Joel Villanueva, for their steadfast political will in advancing the Government Optimization Act. This crucial legislation seeks to enhance the functionality and efficiency of our government, ensuring that we can better serve the Filipino people and meet the challenges of the future," Secretary Mina said.
 
During the plenary session on 05 February 2025, the Senate passed Senate Bill No. 890 before Congress adjourns for the mid-term elections.
 
The DBM has been pushing for the passage of the proposed measure, which is part of priority bills under the Common Legislative Agenda of the Legislative-Executive Development Advisory Council (LEDAC) of the administration of President Ferdinand R. Marcos Jr. It is also among the bills that the President urged lawmakers to prioritize passing during his first State of the Nation Address.
 
The bill aims to make a lean, efficient and responsive government workforce through optimization of the different government departments/agencies to improve public service delivery.
 
The bill specifically aims to optimize government operations and improve efficiency of the different agencies, without necessarily cutting jobs. As necessary, the strengthening of the different government entities thru the creation of priority critical new positions for the effective performance of their respective functions will also be pursued.
 
The bill also excludes teachers, soldiers, and other uniformed personnel from the reform.
 
To pursue this, the bill will mandate the conduct of a review of the government's operations to implement necessary structural reforms in order to better serve the nation.
 
During the plenary deliberation, the DBM was represented by Principal Economist Dr. Joselito Basilio, Director Gerald Janda, together with representatives from the Department Liaison Unit, the Legal Service, and the Budget Information Legislative Service.
 
In full support as well are the agencies from the proposed Committee on Optimizing the Executive Branch (COEB), namely from the Anti-Red Tape Authority, the National Economic Development Authority, and the Civil Service Commission.
 
The Governance Commission for Government Owned and Controlled Corporations (GCG) was also represented and shed light on similar structural reforms being implemented in GOCCs based on their charter.

DBM, pinuri ang pag-usad ng Government Optimization Act matapos aprubahan ng Senado ang panukalang batas sa ikalawang pagbasa
 
Pinuri ng Department of Budget and Management (DBM), sa pangunguna ni Secretary Amenah “Mina” Pangandaman, ang pamunuan at mga miyembro ng Senado matapos nitong ipasa ang Senate Bill 890 o ang Rightsizing of the National Government sa ikalawang pagbasa.

Sa plenary session noong ika-5 ng Pebrero 2025, ipinasa ng Senado ang Senate Bill No. 890 bago mag-adjourn ang Kongreso para sa mid-term elections.
 
Patuloy na isinusulong ng DBM ang pag-apruba sa nasabing panukala, na kabilang sa mga priority bills sa ilalim ng Common Legislative Agenda ng Legislative-Executive Development Advisory Council (LEDAC) ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. Kasama rin ito sa mga panukalang batas na hinikayat ng Pangulo na ipasa ng mga mambabatas sa kanyang unang State of the Nation Address.
 
Layunin ng panukalang batas ang magtatag ng mas payat, epektibo, at tumutugon na workforce ng gobyerno sa pamamagitan ng pag-optimize ng iba't ibang departamento/ahensya upang mapabuti ang paghahatid ng serbisyo publiko.
 
Ang panukalang batas ay partikular na naglalayong gawing maigi ang operasyon ng gobyerno at pagbutihin ang kahusayan ng iba't ibang ahensya nang hindi kinakailangang magbawas ng mga trabaho. Kung kinakailangan, ang pagpapalakas ng iba't ibang entities ng gobyerno sa pamamagitan ng paglikha ng mga priority critical positions para sa epektibong pagsasagawa ng kanilang mga tungkulin ay isusulong din.
 
Hindi rin kasama sa panukalang batas ang mga guro, sundalo, at iba pang uniformed personnel mula sa reporma.
 
Upang maisakatuparan ito, magtatakda ang panukalang batas ng pagsasagawa ng review o pagsusuri sa mga operasyon ng gobyerno para maisakatuparan ang kinakailangang structural reforms tungo sa mas mabuting paglilingkod sa bansa.
 
Kinatawan ng DBM sa isinagawang plenary deliberation sina Principal Economist Dr. Joselito Basilio, Director Gerald Janda, kasama ang mga kinatawan mula sa Department Liaison Unit, Legal Service, at Budget Information Legislative Service.
 
Buong suporta rin ang mga ahensya mula sa iminungkahing Committee on Optimizing the Executive Branch (COEB), kabilang na ang Anti-Red Tape Authority, National Economic Development Authority, at Civil Service Commission.
 
Naroon din ang mga kinatawan ng Governance Commission for Government-Owned and -Controlled Corporations (GCG) para ipinaliwanag ang mga kaparehong structural reforms na ipinatutupad sa mga GOCC batay sa kanilang charter.
