Advancing the Open Government Agenda
Open Government Leaders Meet in PH as the country holds the 2025 Open Government Partnership Asia and the Pacific Regional Meeting
The Philippines takes a lead role in the open governance movement as the country hosts the 2025 Open Government Partnership (OGP) Asia and the Pacific Regional Meeting (APRM) from February 5 to 7 in Manila.
The OGP is a global, multi-stakeholder initiative aimed at making governments more transparent, accountable and responsive to citizens. It promotes the collaboration between the government and civil society to improve public service, fight corruption, empower communities, and create real and lasting change—goals that are central to the Bagong Pilipinas vision, an agenda that puts people first.
The APRM will focus on advancing open government and addressing regional challenges through the sharing of best practices and innovative solutions that enhance governance across the Asia-Pacific. Over 800 government officials, civil society leaders, and policymakers from more than 40 countries are expected to participate.
“This meeting is more than just a showcase of achievements. It’s a call to action, the rallying cry for solidarity amongst nations… Through trust, collaboration, and the belief in the power of our people, we can build a world where every citizen’s voice is heard and every government is accountable,” said Philippine President Ferdinand R. Marcos Jr. in his solidarity message for the event.
The President is set to deliver the keynote address at the opening plenary on February 6. Meanwhile, Philippine Open Government Partnership (PH-OGP) Steering Committee Chairperson, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman will give her opening remarks.
Malayang Lapian ng mga Kababaihan Inc. Executive Director and PH-OGP Co-Chairperson Aurora R. Chavez will provide a welcome statement for the Civil Society Organizations (CSOs). On the other hand, OGP Incoming Chief Executive Officer Aidan Eyakuze will talk about the partnership.
Three high-level roundtable discussions will be held as the highlight of the international gathering, namely, “Leadership in Action: Ambition and Collaboration for Strategy 2023-2028,” “Rising to the Challenge: The Road Ahead for Open Government,” and “A Regional Agenda for Open Government: How Economic Development, Democratic Security, and Open Government Go Together.”
More than 20 breakout sessions and 35 side events will cover relevant topics including youth, climate change, economics, policymaking, justice, anti-corruption, and digitalization, among others.
On Thursday, February 6, from 2:30PM to 3PM, a press conference about the the OGP-APRM will be held at Grand Hyatt Manila’s Galleries 1 and 2. It will be paneled by DBM Secretary Mina Pangandaman, OGP (ad interim) Chief Executive Officer Paul Maassen, Supreme Court Chief Justice Alexander G. Gesmundo, South Cotabato Governor Reynaldo S. Tamayo, Jr., and PH-OGP Co-Chairperson Aurora R. Chavez.
In the Philippines, there are six Local Government Units (LGUs) including South Cotabato, Baguio City, Quezon City, Tagbilaran City, Borongan City and the Municipality of Larena, that actively participate in the OGP Local Program, extending open government reforms to local communities. The PH-OGP likewise engages citizens through Dagyaw Town Hall meetings and the OGPinas! advocacy campaign, reaching nearly 4,000 stakeholders across 14 regions.

Pagsusulong sa Open Government Agenda
Mga lider ng Open Government, magsama-sama sa bansa sa pagdaraos ng 2025 Open Government Partnership Asia and the Pacific Regional Meeting
Pangungunahan ng Pilipinas ang pagsulong sa open governance movement sa pag-host nito ng 2025 Open Government Partnership (OGP) Asia and the Pacific Regional Meeting (APRM) na gaganapin sa Manila mula ika-5 hanggang ika-7 ng Pebrero.
Ang OGP ay isang global, multi-stakeholder initiative na layong gawing mas transparent, accountable, at responsive ang gobyerno o tumutugon sa pangangailangan ng mamamayan. Isinusulong nito ang kolaborasyon sa pagitan ng pamahalaan at civil society upang iangat ang antas ng serbisyo publiko, labanan ang korapsyon, palakasin ang mga komunidad, at lumikha ng tunay at pangmatagalang pagbabago--mga layunin na sentro sa adhikain ng Bagong Pilipinas, isang agenda na inuuna ang taumbayan.
Nakatuon ang APRM sa pagsusulong ng open government at sa pagtugon sa mga hamon sa rehiyon sa pamamagitan ng pagbabahagi ng best practices at innovative solutions na nagpapabuti ng pamamahala sa Asia-Pacific. Higit sa 800 government officials, civil society leaders, at policymakers mula sa higit 40 na bansa ang inaasahang dadalo rito.
