In a major step towards modernizing government procurement, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman, together with the Procurement Service-DBM, officially launched the Philippine Government Electronic Procurement System (PhilGEPS) eMarketplace— a landmark innovation directive by no less than President Ferdinand ‘Bongbong’ Marcos Jr. for implementation.
 
With the eMarketplace, government agencies or procuring entities can now just ‘Add to Cart’ or directly purchase their common-use supplies and equipment (CSE) requirements from competent and reputable suppliers. With only a few clicks, we can now purchase the same way we would shop in Shopee or Lazada using our digital devices, shortening the tedious process of regular procurement from three months to just 60 days,” stated Secretary Mina.
 
This groundbreaking digital platform was unveiled on December 13, 2024, in a ceremony at the Philippine International Convention Center (PICC), in Pasay City.
 
With the guidance of DBM, under the excellent leadership of Sec. Mina, the PS-DBM conquered, and we have been relentless since then in reinforcing our mandate as the central procuring arm for common use supplies and equipment for the whole of government including local government units,” affirmed PS-DBM Executive Director Atty. Genmaries S. Entredicho-Caong.
 
The eMarketplace, a component of the updated PhilGEPS, helps combat corruption by verifying merchants and suppliers, ensuring they meet the technical specifications and budget requirements set by procuring entities.
 
Meanwhile, the DBM Secretary also praised the swift completion of the Implementing Rules and Regulations (IRR) draft ahead of schedule. "Through the collaboration of DBM, the Government Procurement Policy Board-Technical Support Office (GPPBTSO), and the PS-DBM, we now have a draft IRR available for stakeholder comments and inputs, in line with our commitment to incorporating open government values in procurement reform… Sa batas, ang sabi doon kailangan within 6 months matapos ang IRR. Sila po, isang buwan tinapos nila ang IRR," she explained.
 
The eMarketplace is designed to be inclusive, offering opportunities for MSMEs, social enterprises, and women-led businesses to participate in government procurement by simplifying the registration and bidding process. This move is aligned with the government's commitment to supporting vulnerable and marginalized sectors.
 
As we progress, along with digital transformation, we are confident that the eMarketplace will work not only as a digital tool for centralized procurement but also as a catalyst for good governance, economic development, and social progress,” stated PS-DBM Deputy Executive Director Rommel D. Rivera.
 
As the country continues to embrace digital transformation, the launch of the eMarketplace is considered one of many steps towards a “Bagong Pilipinas” where efficiency, transparency, and sustainability in public service delivery are the norm.
 
In his closing remarks, PS-DBM Deputy Executive Director, Atty. Philip Josef T. Vera Cruz, emphasized the ongoing journey of procurement reform. "Guided by the provisions of the New Government Procurement Act, the PS-DBM has still a lot in store… as we all work together to reshape the public procurement landscape. The eMarketplace is indeed only the beginning," he concluded.
 
In July this year, President Bongbong Marcos signed into law the New Government Procurement Act, which updates old procurement rules, making government operations more efficient and transparent.
 
Indeed, technology's transformative power is limitless. And despite the challenges, we have embraced positive changes. But today, we go beyond embracing—we are pioneering. DBM Sec. Mina Pangandaman, pinangunahan ang official launch ng PS-DBM PhilGEPS eMarketplace
 
Sa isang malaking hakbang tungo sa modernisasyon ng government procurement, opisyal na inilunsad ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman, kasama ang Procurement Service-DBM, ang Philippine Government Electronic Procurement System (PhilGEPS) eMarketplace--isang landmark innovation na iniutos ni Pangulong Ferdinand “Bongbong” Marcos Jr.
 
With the eMarketplace, government agencies or procuring entities can now just ‘Add to Cart’ or directly purchase their common-use supplies and equipment (CSE) requirements from competent and reputable suppliers. Opisyal na inilunsad ang digital platform na ito noong December 13, 2024, sa isang seremonya sa Philippine International Convention Center (PICC) sa Pasay City.

Layunin ng eMarketplace, isang bahagi ng updated PhilGEPS, na tumulong sa paglaban sa korapsyon sa pamamagitan ng pagverify ng merchants at suppliers, na nagsisiguro na umaayon sila sa technical specifications at budget requirements na itinakda ng procuring entities.
 
Samantala, pinuri din ng DBM Secretary Mina ang mabilis na pagkumpleto ng draft Implementing Rules and Regulations (IRR) na mas maaga kaysa sa itinakdang schedule. "Through the collaboration of DBM, the Government Procurement Policy Board-Technical Support Office (GPPB-TSO), and the PS-DBM, we now have a draft IRR available for stakeholder comments and inputs, in line with our commitment to incorporating open government values in procurement reform… Sa batas, ang sabi doon kailangan within 6 months matapos ang IRR. Ang eMarketplace ay dinisenyo para maging inclusive, na nagbibigay ng mas madaming oportunidad para sa mga MSMEs, social enterprises, at women-led businesses upang makilahok sa procurement process ng gobyerno sa pamamagitan ng pinasimpleng registration at bidding process. Alinsunod ito sa pangako ng gobyerno na suportahan ang mga vulnerable at marginalized sectors.

Habang patuloy na ipinatutupad ang digital transformation sa bansa, ang paglunsad sa eMarketplace ay kinokonsidera bilang isa sa mga hakbang tungo sa isang "Bagong Pilipinas" kung saan ang efficiency, transparency, at sustainability sa paghahatid ng serbisyo publiko ay magiging pamantayan.
 
Sa kanyang closing remarks, binigyang-diin ni PS-DBM Deputy Executive Director, Atty. Philip Josef T. Vera Cruz, ang nagaganap na mga pagbabago sa procurement reform. "Guided by the provisions of the New Government Procurement Act, the PS-DBM has still a lot in store… as we all work together to reshape the public procurement landscape. Noong Hulyo, nilagdaan bilang batas ni Pangulong Bongbong Marcos ang New Government Procurement Act, na nag-uupdate sa lumang procurement rules, at ginagawang mas episyente at transparent ang government operations.
