Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman shall run in 2025– not in politics, but in a Fun Run dubbed as the “Philippine Open Government Partnership (OGP) Fun Run”, as a prelude to the upcoming PH-OGP Asia and the Pacific Regional Meeting to be held in Manila on February 2025.
 
The DBM has partnered with the Metropolitan Manila Development Authority (MMDA) and the Philippine Red Cross (PRC) to organize the first-ever OGP Fun Run happening on January 26, 2025 at the Quirino Grandstand.
 
"A central goal of President Ferdinand 'Bongbong' R. Marcos Jr. and the DBM is to uphold transparency, accountability, and participatory governance throughout the Philippines. These principles are foundational to the OGP and closely align with PBBM’s governance agenda," said Secretary Mina, highlighting the importance of these values in the context of the upcoming OGP Fun Run.
 
The side event is strategically designed as a lead-up to the OGP Asia and Pacific Regional Meeting, a high-level gathering that aims to foster open governance by bringing together government entities, the private sector, and civil society, this February 5-7, 2025.
 
The ceremonial signing of the memorandum of agreement for the OGP Fun Run took place on December 12, 2024 at the New MMDA head office in Pasig City. The signatories of the document were DBM Secretary Mina Pangandaman, MMDA Chair Atty. Romando Artes, and PRC Secretary-General Gwen Pang.
 
Sinabi naman ni Sec. Mina 'yung purpose ng OGP. Kami dito sa MMDA, gusto din naming i-promote ‘yung transparent, honest, and accountable governance. In fact, ipagmamalaki ko kay Sec. Mina na limang taon na kaming unqualified opinion [audit] sa COA, meaning 'yung amin pong transactions ay transparent. Gusto namin na mas ma-improve pa 'yan, so we want to participate dito sa OGP, hindi lang dito sa Fun Run kung hindi sa lahat ng activities,” stated MMDA Chair, Atty. Artes.
 
In the upcoming OGP Fun Run, the MMDA will take the lead in managing logistics, route planning, and traffic coordination, ensuring a smooth and safe event for all participants. On the other hand, the PRC will oversee additional logistical aspects and serve as the beneficiary of the event, channeling funds raised towards vital humanitarian missions. The DBM will plan and provide oversight for the event, coordinating between all parties.
 
PRC Secretary-General Pang outlined how the run would help the non-profit humanitarian organization, focusing particularly on lifesaving initiatives. “The original thrust of the partnership between the Philippine Red Cross and the DBM is really focused on lifesaving. Anything that falls under lifesaving, we would like to dedicate the funds that we will raise from the OGP Fun Run. Tulad ng blood donation, for the patients who cannot pay the processing fee of blood. In the event of a disaster, for example, we can also channel the funds to that. The purpose is really on lifesaving and alleviating human suffering,” she explained.
 
Secretary Mina provided further details about the main OGP Asia and the Pacific Regional Meeting. "Tatlong araw po ‘yan, medyo mahabang diskusyon po kung paano natin mapapanatili na open, transparent, at accountable po ang National Government. Sa atin po, nung nagsimula po tayo, ang gusto po sana natin ay maimprove at mapalakas 'yung trust, 'yung tiwala po ng mga tao sa National Government. ‘Yun po ang primary purpose po ng ating Open Government Partnership," the Budget Secretary ended.
 
The OGP Fun Run offers three race distances from 3km, 5km, and 10 km, open to the public.
 
It is designed to foster community and raise awareness about the principles of transparency, accountability, and participatory governance—cornerstones of the OGP. As part of the broader initiative, the activity aims to highlight the Philippines' commitment to these values and its role as a leader in promoting open government practices in the Asia Pacific region.

SEC MINA, TATAKBO SA 2025?
DBM Sec. Pangandaman, magdaraos ng Open Government Fun Run sa Enero 2025; Makikipagtulungan sa MMDA, Red Cross para sa #PHOGPRUN
 
Tatakbo si Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman sa 2025 – hindi sa pulitika, kundi sa “Philippine Open Government Partnership (OGP) Fun Run," bilang paghahanda sa nalalapit na PH-OGP Asia and the Pacific Regional Meeting na gaganapin sa Maynila sa Pebrero 2025.
 
Nakipagtulungan ang DBM sa Metropolitan Manila Development Authority (MMDA) at Philippine Red Cross (PRC) upang i-organisa ang kauna-unahang OGP Fun Run na gaganapin sa ika-26 ng Enero 2025 sa Quirino Grandstand.

Binuo ang naturang side event bilang paghahanda sa OGP Asia and Pacific Regional Meeting, isang high-level na pagtitipon na naglalayong palakasin ang open governance sa pamamagitan ng pagsasama-sama ng mga ahensya ng gobyerno, pribadong sektor, at civil society, sa ika-5 hanggang ika-7 ng Pebrero 2025.

Sa nalalapit na OGP Fun Run, pamumunuan ng MMDA ang pamamahala ng logistics, pagpaplano ng ruta, at koordinasyon ng trapiko, upang matiyak na magiging maayos at ligtas ang pagdaraos ng event para sa lahat ng kalahok. Samantala, ang PRC ang magmo-monitor ng iba pang aspeto ng logistics at magsisilbing benepisyaryo ng event, kung saan ang malilikom na pondo ay ilalaan sa mga mahalagang humanitarian mission. Ang DBM naman ay magpaplano at magbibigay ng pangkalahatang pangangasiwa sa event, na siyang makikipag-coordinate sa lahat ng parties.

Ito ay dinisenyo upang palakasin ang komunidad at itaas ang kamalayan tungkol sa mga prinsipyo ng transparency, accountability, at participatory governance—mga values ng OGP. Bilang bahagi ng mas malawak na inisyatiba, layunin ng aktibidad na ipakita ang dedikasyon ng Pilipinas sa mga values na ito at ang papel ng bansa bilang lider sa pagsusulong ng open government practices sa Asia Pacific Region.
