DBM Secretary Mina Pangandaman welcomes establishment of Office of the Presidential Adviser for Marawi Rehabilitation and Development

 

Following the creation of the Office of the Presidential Adviser for Marawi Rehabilitation and Development (OPAMRD) by virtue of Executive Order No. 78 Series of 2024, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman expressed her strong commendation and support for the significant efforts of the administration of President Ferdinand “Bongbong” R. Marcos, Jr. to accelerate the rehabilitation of Marawi City.
 
"As a daughter of Mindanao and a Maranao, the plight of Marawi has always been close to my heart. Nakita ko po ang pinsala sa Marawi at ramdam ko ang hinanakit ng ating mga kababayan doom. That’s why when I learned about the OPAMRD, I felt a deep sense of hope and excitement. There has never been a unifying effort like this—one that aligns resources and avoids duplication. Ito na po ang pinakamabisang hakbang sa mas inklusibo at cohesive na recovery para sa Marawi,” said Secretary Mina.
 
The OPAMRD is tasked to advise the President on all matters regarding the formulation and implementation of policies, plans, and programs of the government towards the rehabilitation, development, and restoration of peace in Marawi City and other affected localities; and oversee, monitor, coordinate, and harmonize all strategies, programs, activities, and projects of agencies in charge of the recovery efforts in Marawi, among others.
 
Secretary Mina also emphasized that the DBM is ready to support OPAMRD's mandate.
 
"Nagpapasalamat tayo kay Pangulong BBM sa kanyang dedikasyon upang masiguro ang pagbangon ng Marawi. On that note, we will work even harder to allocate resources more effectively so that our projects would truly restore the dignity and vibrancy of the Maranao people." she added.
 
Secretary Pangandaman also highlighted the broader implications of the new office.
 
This is about healing and unity in the most efficient way. Through the OPAMRD we are harmonizing efforts across government lines, engage local communities, and reigniting the spirit of Marawi which has been known for its culture, resilience, and contribution to Mindanao’s tapestry," she stated.
 
To ensure transparency and accountability, the OPAMRD will report to the President bi-annually on the execution of its duties and the utilization of its resources.
 
To the people of Marawi, know that you are not forgotten. We share in your dreams of a restored Marawi, and we stand with you in building a future filled with hope and opportunities,” Sec. Mina concluded.
