The Department of Budget and Management (DBM), under the leadership of Secretary Amenah "Mina" F. Pangandaman, recently launched its latest dashboard designed for monitoring and analysis of the Local Government Support Fund (LGSF) releases.

 

The LGSF is a fund allocation aimed at empowering local government units (LGUs) nationwide. It is intended to support the implementation of each LGU's priority programs and projects within their respective jurisdictions under the General Appropriations Act (GAA). 

 

Meanwhile, the dashboard displays data on LGSF releases from fiscal year (FY) 2021 to present for the Support to the Barangay Development Program (SBDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Support and Assistance Fund to Participatory Budgeting (SAFPB), Growth Equity Fund (GEF), and the Green Green Green Program.

 

"At DBM, we embrace digitalization and transparency. Anyone can use the dashboard which is now up and running in the DBM website. Dito po, pwede ninyong ma-monitor ang ating fund releases under LGSF anytime, anywhere, and with ease. It's one of our initiatives to further promote transparency, informed decision-making, as well as effective budget oversight," Secretary Mina said.

 

The dashboard displays key information, including the funding year, total and average support funds, the total number of funded projects, and a geographical map of the Philippines.

 

Users can also utilize a filter panel to refine results by region, province, and city/municipality. The geographical map dynamically highlights the location of the selected region, province, or city/municipality. Additionally, a bar graph illustrates each region's share in the total released support funds, providing a clear visual breakdown by percentage.

 

This year's allocation for the LGSF-SBDP of the NTF-ELCAC amounts to P2.16 billion, which has already been fully released. This funding supports a total of 885 projects and programs across 15 regions for the cleared barangays certified by the NTF-ELCAC.

 

In 2024, the allocated budget for the LGSF-SAFPB amounting to P1 billion has also been fully released to various LGUs. The fund supports 80 projects in 13 regions in the country.

 

This Program aims to provide assistance to lagging municipalities for the construction, expansion, and upgrading of water supply system projects identified through a local participatory budgeting process, which is anchored on the objectives of the Philippine Open Government Partnership (PH-OGP).

 

Under the FY 2023 General Appropriations Act (GAA), the LGSF-GEF amounting to P1.0 billion has been fully released to 170 LGUs. This funding is designed to support the implementation of Level II or Level III water supply system projects of beneficiary municipalities, and priority programs and projects included in the respective Devolution Transition Plans of beneficiary barangays.

 

Finally, in 2024, a total of P1.055 billion has been allocated for the Green Green Green Program with 80 beneficiaries nationwide, composed of 38 LGUs in Luzon, 21 in Visayas, and 21 in Mindanao.

 

The LGSF- Green Green Green Program aims to develop greener, more vibrant, and well-connected public open spaces, fostering an active lifestyle and enhancing the overall wellness of the community.

Inilunsad kamakailan ng Department of Budget and Management (DBM), sa ilalim ng pamumuno ni Secretary Amenah "Mina" F. Pangandaman, ang pinakabagong dashboard nito na dinisensyo para sa monitoring at analysis ng mga ipinalabas na Local Government Support Fund (LGSF).

 

Ang LGSF ay isang pondong alokasyon na naglalayong palakasin ang local government units (LGUs) sa buong bansa.  Layon nito na suportahan ang pagpapatupad ng bawat priority programs at mga proyekto ng LGU sa kani-kanilang hurisdiksyon sa ilalim ng General Appropriations Act (GAA).

 

Samantala, ipinakikita ng dashboard ang datos ng mga paglabas ng LGSF mula sa fiscal year (FY) 2021 hanggang sa kasalukuyan para sa Support to the Barangay Development Program (SBDP) ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Support and Assistance Fund to Participatory Budgeting (SAFPB), Growth Equity Fund (GEF), at Green Green Green Program.

Ipinakikita ng dashboard ang mahahalagang impormasyon, kabilang ang funding year, kabuuan at average na halaga ng support funds, kabuuang bilang ng mga proyektong napondohan, at isang geographical map ng Pilipinas.

 

Maaari ding gumamit ang mga user ng filter panel upang pinuhin ang mga resulta ayon sa rehiyon, lalawigan, at lungsod/munisipyo. Ang geographical  map ay dynamic na nagha-highlight sa lokasyon ng napiling rehiyon, lalawigan, o lungsod/munisipalidad. Bukod dito, inilalarawan ng bar graph ang bahagi ng bawat rehiyon sa kabuuang inilabas na pondo ng suporta, na nagbibigay ng malinaw na visual breakdown batay sa percentage.

 

 

Ang alokasyon ngayong taon para sa LGSF-SBDP ng NTF-ELCAC ay nagkakahalaga ng P2.16 bilyon, na buo nang nailabas. Ang pondong ito ay sumusuporta sa kabuuang 885 proyekto at programa sa 15 rehiyon para sa mga cleared na barangay na kinumpirma ng NTF-ELCAC.

Ang programang ito ay naglalayong magbigay ng tulong sa mga napag-iiwanang munisipalidad para sa konstruksyon, pagpapalawak, at pagpapabuti ng mga proyekto sa sistema ng suplay ng tubig na natukoy sa pamamagitan ng local participatory budgeting, na naka-angkla sa mga layunin ng Philippine Open Government Partnership (PH-OGP).

 

 

Sa ilalim ng FY 2023 General Appropriations Act (GAA), ang LGSF-GEF na may kabuuang P1.0 bilyon ay lubos nang nailabas sa 170 LGUs. Ang pondong ito ay idinisenyo upang suportahan ang pagpapatupad ng mga Level II o Level III water supply system projects ng mga benepisyaryong munisipalidad, at mga priority programs at projects na kasama sa kani-kanilang Devolution Transition Plans ng mga benepisyaryong barangay.

 

 

Panghuli, sa 2024, nasa kabuuang P1.055 bilyon ang inilaan para sa Green Green Green Program na mayroong 80 benepisyaryo sa buong bansa, na binubuo ng 38 LGUs sa Luzon, 21 sa Visayas, at 21 sa Mindanao.

 

Layon ng LGSF- Green Green Green Program na bumuo ng mas luntian, mas masigla, at mas konektadong public open spaces,  na nagtataguyod ng aktibong pamumuhay at nagpapabuti sa pangkalahatang kalusugan ng komunidad.
