Department of Budget and Management (DBM) Secretary and Government Procurement Policy Board (GPPB) Chairperson Amenah “Mina” F. Pangandaman has approved the revised GPPB Resolution No. 06-2024 titled “Approving the Proposed Guidelines for the Pilot Implementation of the Philippine Government Electronic Procurement System Electronic Marketplace.”

 

“Tuloy na tuloy na po ang add to cart sa ating government procurement systems! Sa paglabas po ng bagong guidelines, uusad na po tayo sa trial phase ng ating eMarketplace. Masaya po tayo sa progreso ng ating digitalization efforts para sa procurement systems, lalo na’t ilang buwan palang po noong maisabatas ang NGPA,” said Secretary Mina.

 

The new guidelines introduce specific changes and improvements that would ensure a successful pilot and eventual nationwide implementation.

 

The pilot phase will focus on specific common-use supplies and equipment (CSE), particularly motor vehicles, airline tickets, cloud computing services, and software licenses, to guarantee that the eMarketplace is tested in a controlled and measurable environment. Each CSE will undergo rigorous validation by the Procurement Service (PS)-DBM to confirm compliance with technical standards and readiness for inclusion.

 

The guidelines were developed by the GPPB through extensive consultations with government agencies. Feedback from stakeholders was carefully integrated to align the eMarketplace's features with the practical needs of its users.

We have the National Economic and Development Authority, the Department of Education, Department of National Defense, Department of Interior and Local Government, Department of Public Works and Highways, Department of Transportation, Procurement Service of the DBM, as well as representatives from the private sector. Lahat po kami nagtulong-tulong dito,” explained Secretary Pangandaman.

 

Provisions allow procuring entities (PEs) to source CSEs from other suppliers under specific circumstances, such as stock unavailability or when other options are more efficient, practical, or economically viable, as expressly provided in Republic Act (RA) No. 12009, otherwise known as the New Government Procurement Act (NGPA).

 

To streamline the procurement process, the eMarketplace will make use of electronic signatures and payments. An automated system will handle submission and processing of procurement requests, reducing paperwork and delays.

 

For smoother adoption, detailed training modules and support systems will be provided by the PS-DBM. These will equip users with the skills and knowledge needed to effectively use the platform.

 

A review mechanism for the pilot’s performance has also been established for the eMarketplace, whereby the PS-DBM shall submit to the GPPB to determine system efficiency and procurement effectiveness to refine the system further.

 

RA No. 12009 was signed into law on 20 July 2024. It aims to modernize and enhance transparency, efficiency, and accountability across procurement processes. A cornerstone of this legislation has been the strengthening of the Philippine Government Electronic Procurement System (PhilGEPS) and the establishment of the eMarketplace.

 

The digital platform streamlines procurement activities by offering a centralized online system where government requirements are met with greater accessibility and clarity under a robust legal framework.

Pangandaman ang nirebisang GPPB Resolution No. 06-2024 na pinamagatang “Approving the Proposed Guidelines for the Pilot Implementation of the Philippine Government Electronic Procurement System Electronic Marketplace.”  

 

“Tuloy na tuloy na po ang add to cart sa ating government procurement systems! Sa paglabas po ng bagong guidelines, uusad na po tayo sa trial phase ng ating eMarketplace. Ang bagong guidelines ay nagtatakda ng mga partikular na pagbabago at pagpapahusay para sa matagumpay na pauna at kalauna'y implementasyon ng e-Marketplace sa buong bansa.  

 

Ang pilot phase ay nakatuon sa common-use supplies and equipment (CSE) partikular na sa motor vehicles, airline tickets, cloud computing services, at software licenses upang matiyak na ang eMarketplace ay na-test sa controlled at measurable environment. Ang bawat CSE ay sasailalim sa mahigpit na pagsusuri ng Procurement Service (PS)-DBM para makumpirma ang pagsunod sa technical standards at readiness for inclusion.

 

Ang guidelines ay binuo ng GPPB sa pamamagitan ng masusing konsultasyon sa iba’t ibang ahensya ng gobyerno. Ang mga mungkahi mula sa mga stakeholder ay maingat na isinama upang masigurong ang features ng eMarketplace ay tugma sa praktikal na pangangailangan ng mga gumagamit nito.

Pinahihintulutan ng mga probisyon ang procuring entities (PE) na kumuha ng CSEs mula sa iba pang mga supplier sa ilalim ng mga partikular na sitwasyon, tulad ng stock unavailability o kapag ang ibang options ay mas mahusay, praktikal, o economically viable, alinsunod sa Republic Act (RA) No. 12009, o ang New Government Procurement Act (NGPA).  

 

Upang mapabilis ang proseso ng procurement, gagamit ang eMarketplace ng mga electronic signatures at pagbayad. Isang automated system ang gagamitin para sa pagsusumite at pagproseso ng procurement requests na magbabawas ng paggamit ng papel at delays.

 

Para sa mas maayos na adoption nito, magbibigay ng detalyadong training modules at support system ang PS-DBM. Bibigyan nito ang mga user ng mga kinakailangang kasanayan at kaalaman para sa epektibong paggamit ng plataporma.

 

Ang review mechanism para sa performace ng pilot phase ay naitatag din para sa eMarketplace, kung saan ang PS-DBM ay magsusumite sa GPPB upang matukoy ang pagiging epektibo ng system at ng procurement upang higit pang pagbutihin ito.

 

Ang RA No. 12009 ay nilagdaan bilang batas noong ika-20 Hulyo 2024. Nilalayon nitong gawing moderno at palakasin ang transparency, efficiency, at accountability sa procurement processes. Ang pangunahing layunin ng batas na ito ay ang pagpapalakas ng Philippine Government Electronic Procurement System (PhilGEPS) at ang pagtatatag ng eMarketplace.  

 

Ang digital platform na ito ay layong gawing simple ang procurement activities sa pamamagitan ng isang centralized online system kung saan ang mga pangangailangan ng gobyerno ay mas madaling natutugunan at mas malinaw sa ilalim ng robust legal framework.
