MANILA — As the International Conference on Women, Peace, and Security (ICWPS) concluded on October 30, 2024, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman highlighted the transformative power of women’s stories in advancing the Women, Peace, and Security (WPS) agenda.
 
"Ensuring that women can safely speak about their experiences is essential for effective WPS initiatives. Authentic voices must guide strategies, heal wounds, and inform actions that address gender-based challenges,” Secretary Mina said.
 
The three-day conference in Manila brought together WPS representatives from around the world to explore the critical role of women in building peace and security.
 
Secretary Pangandaman noted, “One of the most important lessons we’ve seen throughout is the impact of women’s voices in decision-making. When women are meaningfully involved, peace agreements are more sustainable, leading to stronger and more resilient societies.”  
 
Key themes from the conference included the need for inclusive participation, financial and legislative support, and partnership-building—all essential to strengthening the WPS agenda for sustainable peace.  
 
During a thematic session on financing strategies, HIAS Ukraine Director Maria Jose Gomez Gonzales emphasized the importance of taking women’s stories and needs to the global stage. Sec. Pangandaman echoed this sentiment, stating that authentic narratives guide strategies, foster solidarity, and inspire actionable solutions.  
 
When women feel secure in sharing their stories, it not only promotes healing but also strengthens advocacy efforts across communities, leading to more inclusive and impactful solutions,” the Budget Secretary added.
 
Sec. Mina also affirmed that the DBM will continue advocating for women’s roles in decision-making spaces. This pledge aligns with the broader WPS agenda to protect and empower women globally.  
 
She expressed heartfelt gratitude to the global partners, participants, and speakers who contributed to the conference's success. Likewise, the DBM Secretary urged all stakeholders to let the powerful stories shared at ICWPS ignite tangible change, transforming each narrative into a stepping stone toward a more peaceful and secure future for all.
 
Rest assured that we will carry forward the momentum generated here. And may this conference likewise impress on us an important lesson - that in every decision or policy making women should always have a seat at the table,” Sec. Pangandaman ended.
