Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman expressed her gratitude to the leadership of both the Senate and House of Representatives as they vowed to pass on time the proposed Php 6.352 trillion national budget for fiscal year (FY) 2025.
Sec. Mina likewise thanked the members of the House of Representatives following the approval of House Bill No. 10800, or the FY 2025 General Appropriations Bill (GAB), on third and final reading on Wednesday, 25 September 2024.
“Our heartfelt gratitude to our esteemed lawmakers in the House of Representatives, led by House Speaker Ferdinand Martin Romualdez, for this significant development, and for leading the scrutiny, deliberation, and passage of the proposed national budget for fiscal year 2025,” the Budget Secretary said.
Prior to this, President Ferdinand R. Marcos Jr. certified the enactment of GAB as urgent “to ensure the uninterrupted operation of critical government functions, guarantee the allocation of fiscal resources for vital initiatives, and enable the government to adeptly respond to emerging challenges.”
“We also thank Senate President Francis Escudero and Speaker Romualdez as they vowed to act on President Bongbong Marcos’ request. Thus, we are confident about the immediate passage of the proposed national budget for next year so that we can continue implementing programs and initiatives for the welfare of our people.”
The 2025 National Expenditure Program (NEP), which the DBM turned over to Congress in July 2024, serves as the basis for the GAB. The proposed budget reflects the administration’s priorities, including education, agriculture and food security, health care, social protection, trade promotion, infrastructure upgrade, and innovation.
Following its passage, the Bill will be transmitted to the Senate for further reading and scrutiny.

Pangandaman, nagpasalamat sa Kongreso sa pangako nitong ipasa ang 2025 budget bill sa tamang oras; Lower Chamber, inapubrahan ang GAB sa huling pagbasa
Ipinahayag ni Department of Budget and Management (DBM) Secretary Amenah “Mina” Pangandaman ang kanyang pasasalamat sa liderato ng parehong Senado at House of Representatives matapos nilang ipangakong maipasa sa tamang oras ang panukalang Php 6.352 trilyon na pambansang pondo para sa fiscal year (FY) 2025.
Pinasalamatan din ni Sec. Mina ang mga miyembro ng House of Representatives kasunod ng pag-apruba sa House Bill No. 10800, o ang FY 2025 General Appropriations Bill (GAB), sa ikatlo at huling pagbasa nitong Miyerkules, ika-25 ng Setyembre 2024.

Bago ito, sinertipikahan bilang urgent ni Pangulong Ferdinand R. Marcos Jr ang pagsasabatas ng GAB na aniya “to ensure the uninterrupted operation of critical government functions, guarantee the allocation of fiscal resources for vital initiatives, and enable the government to adeptly respond to emerging challenges.”

Ang 2025 National Expenditure Program (NEP), na isinumite ng DBM sa Kongreso noong Hulyo 2024, ang nagsisilbing batayan para sa GAB. Ang panukalang budget ay sumasalamin sa mga prayoridad ng administrasyon, kabilang na ang edukasyon, agrikultura at food security, health care, social protection, trade promotion, pag-upgrade ng imprastruktura, at inobasyon.
Kasunod ng pagpasa nito, ipadadala ang Bill sa Senado para sa karagdagang pagbasa at pagsusuri.
