Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman led the official endorsement of the Philippine Public Financial Management (PFM) Reforms Roadmap 2024-2028 to President Ferdinand R. Marcos Jr. in a ceremony at the Malacañan Palace yesterday, 17 September 2024.
The roadmap, themed "Propelling Transformation: Achieving Prosperity," lays down the government's PFM reform strategy, weaving together a coherent set of PFM initiatives over the medium term to ensure cohesive and effective collaboration throughout the bureaucracy.
"With this roadmap, we give a clear mandate of ensuring that the money entrusted to us by the people serves a purpose that truly matters, that will make a difference. It is about swift, efficient disaster relief and response actions so that no community is left behind when disasters strike. It is about better public healthcare access, ensuring that medical costs do not become yet another burden for our citizens. It is about expanding social services, creating not just a safety net, but opportunities for every Filipino to succeed, no matter what their circumstances may be," President Marcos Jr. said.
During the turnover ceremony, Secretary Mina emphasized that the PFM Reforms Roadmap 2024 - 2028 serves as a comprehensive blueprint for the full digitalization of PFM processes.
"If you would recall, Executive Order (EO) No. 29, dated June 1, 2023, was one of the very first marching orders of the President. This set forth a challenging endeavor to digitalize and reengineer our PFM processes. But it was an undertaking we were all eager to accept and take on," Secretary Mina shared.
EO No. 29 directs the strengthening and integration of PFM information systems, streamlining processes thereof, and amends EO No. 55, s. 2011.
"As we maximize the transformative power of digital technology, we hope to truly enhance our systems and processes, ensure fiscal discipline and allocative efficiency, and deliver the needs of the people we have sworn to serve," she added.
According to the Budget Secretary, the roadmap includes a strategic plan to expedite the development of an Integrated Financial Management Information System (IFMIS) to ensure seamless and efficient government transactions. It will also serve as a guide to synchronize planning and budgeting linkages at all levels of government to ensure alignment of priorities, streamline cash management policies, and standardize internal auditing guidance, among others.
She also stressed that the roadmap pushes for further capacitating and empowering PFM practitioners with the skills and training that they need by implementing a dynamic training curriculum tailored to address the evolving challenges in public financial management.
It seeks to address the following 11 core strategic focus areas, including 1) Planning and Budgeting Linkage, 2) Cash Management, 3) Public Asset Management, 4) Accounting and Auditing, 5) PFM Capacity Development, 6) Digital PFM, 7) PFM Policy and Legal Framework, 8) Public Procurement, 9) Disaster Risk Reduction and Management (DRRM), 10) PFM for Local Government Units (LGUs), and 11) Monitoring and Evaluation for Public Expenditure.
The development of the PFM Reforms Roadmap 2024-2028 also involved an inclusive and collaborative consultative process among oversight and implementing agencies at the national and regional levels, local government units, and civil society organizations. These include Asian Development Bank (ADB) Representatives, who provided technical assistance to the PFM Committee.
"With the strong support of our partners, especially with the ADB, I am confident that the PFM Reforms Roadmap—anchored on the Philippine Development Plan 2023-2028—will lead the nation to a higher growth trajectory, and ultimately, to reducing poverty and achieving genuine prosperity," the President expressed.

DBM, iprinesenta kay PBBM ang PFM Reforms Roadmap 2024-2028, na dinisenyo upang mapahusay ang mga proseso ng gobyerno, tiyakin ang fiscal discipline, at mapabuti ang paghahatid ng serbisyo
Pinangunahan ni Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman ang pormal na pagpresenta sa Philippine Public Financial Management (PFM) Reforms Roadmap 2024-2028 kay Pangulong Ferdinand R. Marcos Jr., sa isang seremonya sa Malacañang Palace kahapon, ika-17 ng Setyembre 2024.
Ang roadmap, na may temang "Propelling Transformation: Achieving Prosperity," ay naglalatag ng PFM reform strategy ng gobyerno, na pinagbubuklod ang isang magkakaugnay na PFM initiatives sa medium term upang masiguro ang mas maayos at epektibong pakikipagtulungan sa buong burukrasya.

Inuutos ng EO No. 29 ang pagpapalakas at pagsasama-sama ng mga PFM information system, nang ma-streamline ang mga proseso nito, gayundin ang pag-amyenda ng EO No. 55, s. 2011.

Ayon sa Budget Secretary, ang roadmap ay may kasamang strategic plan upang pabilisin ang pagbuo ng isang Integrated Financial Management Information System (IFMIS) nang matiyak ang seamless at episyenteng mga transaksyon ng gobyerno. Magsisilbi rin itong gabay upang ma-synchronize ang pagpaplano at budgeting linkages sa lahat ng antas ng gobyerno upang masiguro ang pag-aayon ng mga prayoridad, pag-streamline ng cash management policies, at pag-standardize ng mga internal auditing guidance, bukod sa iba pa.
Binigyan-diin din niya na itinataguyod ng roadmap ang pagbibigay ng kapasidad at pagpapalakas ng mga PFM practitioner upang magkaroon sila ng kinakailangang kakayahan at training sa pamamagitan ng pagpapatupad ng isang dynamic training curriculum na iniayon upang matugunan ang mga umuusbong na hamon kaugnay sa public financial management.
