Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman is set to turn over the National Expenditure Program (NEP) for Fiscal Year 2025, with the theme “Agenda for Prosperity: Fulfilling the Needs and Aspirations of the Filipino People,” to Congress on Monday, 29 July 2024.
Intended to support the administration of President Ferdinand R. Marcos Jr. in attaining economic and social transformation and guided by the Philippine Development Plan (PDP) 2023-2028, the proposed budget amounts to P6.352 trillion, which is equivalent to 22 percent of the country’s gross domestic product (GDP). This reflects a 10.1 percent increase from the P5.768 trillion budget in 2024.
As emphasized by President Ferdinand R. Marcos Jr. during his third State of the Nation Address, the proposed National Budget for FY 2025 was crafted with the highest levels of care, diligence, and meticulous attention to detail. The President said, “We expect all agencies to ensure that every centavo allocated will be judiciously spent on our urgent priorities and socially impactful programs.”
Priority Sectors
The proposed budget for FY 2025 is deliberately crafted to promote holistic development and inclusivity across several key sectors.
Education is the top priority with an allocation of ₱977.6 billion, emphasizing the government’s commitment to enhancing the quality and accessibility of education for all Filipinos.
Public Works will receive a substantial allocation of ₱900 billion, essential for the development and maintenance of infrastructure that facilitates economic growth and improves connectivity.
Health is earmarked with ₱297.6 billion to continue implementing the Universal Health Care Act and ensure accessible and affordable healthcare services, strengthening the country's resilience against future health crises and improving overall well-being.
Further, ₱278.4 billion is allotted to the Interior and Local Government, in line with the administration’s focus on promoting inclusive development that reaches even the most remote and underserved areas.
To uphold national security, modernize defense capabilities, and ensure the safety and sovereignty of the nation, ₱256.1 billion is designated for the Defense sector.
Social Welfare is allocated ₱230.1 billion, highlighting the administration’s mission to protect vulnerable populations through various social protection programs.
Agriculture receives ₱211.3 billion to aid farmers and fisherfolk, modernize agricultural practices, and ensure food security.
Transportation sees an increase of ₱180.9 billion for the development and modernization of the country's infrastructure.
The Judiciary is allocated ₱63.6 billion to prop up the efficient functioning of courts and other judicial bodies, facilitating timely and fair adjudication of cases.
Lastly, the Department of Justice receives ₱40.6 billion to boost prosecutorial services, enhance the administration of justice, and push various legal and correctional reforms.

DBM, isusumite ang panukalang 2025 nat’l budget sa Kongreso; pinalakas ang pamumuhunan sa education, infrastructure, social and economic development, climate action
Nakatakdang i-turnover ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman sa Kongreso ang National Expenditure Program (NEP) para sa Fiscal Year 2025, na may temang “Agenda for Prosperity: Fulfilling the Needs and Aspirations of the Filipino People,” sa Lunes, ika-29 ng Hulyo 2024.
Nilalayong suportahan ang administrasyon ni President Ferdinand R. Marcos Jr. sa pagkamit ng economic at social transformation, at ginabayan ng Philippine Development Plan (PDP) 2023-2028, ang panukalang budget ay umaabot sa P6.352 trilyon, na katumbas ng 22 porsiyento ng gross domestic product (GDP) ng bansa. Sinasalamin nito ang 10.1 porsiyentong pagtaas mula sa P5.768 trilyong budget noong 2024.
Gaya ng binigyang-diin ni Pangulong Ferdinand R. Marcos Jr. sa kanyang ikatlong State of the Nation Address, ang panukalang National Budget para sa FY 2025 ay ginawa nang may pinakamataas na antas ng pangangalaga, sipag at masusing atensyon sa detalye. Ang panukalang budget para sa FY 2025 ay sadyang ginawa upang isulong ang holistic na pag-unlad at inclusivity sa ilang pangunahing sektor.
Education ang pangunahing prayoridad na may alokasyon na ₱977.6 billion, na nagbibigay-diin sa pangako ng gobyerno sa pagpapahusay ng kalidad at accessibility ng edukasyon para sa lahat ng Pilipinos.
Ang Public Works ay makatatanggap ng malaking alokasyon na ₱900 bilyon, na mahalaga para sa pagpapaunlad at pagpapanatili ng mga imprastraktura na magpapabilis sa paglago ng ekonomiya at magpapabuti ng connectivity.
Ang Health ay nilaanan ng ₱297.6 bilyon upang maipagpatuloy ang pagpapatupad ng Universal Health Care Act at tiyakin ang accessible at abot-kayang healthcare services, na magpapalakas sa katatagan ng bansa laban sa mga krisis sa kalusugan sa hinaharap at magpapabuti sa well-being.
Dagdag pa, ₱278.4 bilyon ang inilaan sa Interior and Local Government, alinsunod sa focus ng administration sa pagsusulong ng inclusive development na umaabot kahit sa pinakamalayo at hindi gaanong naseserbisyuhang mga lugar.
Upang itaguyod ang national security, gawing moderno ang defense capabilities, at tiyakin ang kaligtasan at sovereignty ng bansa, ₱256.1 bilyon ang itinalaga para sa Defense sector.
Ang Social Welfare ay pinaglaanan ng ₱230.1 bilyon, binibigyang-diin ang misyon ng administrasyon na protektahan ang mga vulnerable na populasyon sa pamamagitan ng iba't ibang programa sa social protection.
Ang Agriculture ay makatatanggap ng ₱211.3 bilyon para tulungan ang mga magsasaka at mangingisda, gawing moderno ang mga agricultural practices, at tiyakin ang food security.
Makakakita ang Transportation ng pagtaas na ₱180.9 bilyon para sa pagpapaunlad at modernisasyon ng imprastraktura ng bansa.
Ang Judiciary ay nilaanan ng ₱63.6 billion upang suportahan ang mahusay na paggana ng mga korte at iba pang mga judicial bodies, na magpapadali sa napapanahon at patas na paghatol ng mga kaso.
Panghuli, ang Department of Justice ay tatanggap ng ₱40.6 bilyon upang palakasin ang mga prosecutorial services, pagandahin ang pangangasiwa ng hustisya, at itulak ang iba't ibang legal at correctional reforms.
