Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman emphasized the fulfillment of President Ferdinand R. Marcos Jr.’s directive to promote the career advancement of the nation’s educators with the signing of the Implementing Rules and Regulations (IRR) of Executive Order (EO) No. 174 S. 2022 “Establishing the Expanded Career Progression System for Public School Teachers.”
 
Today’s signing of the IRR of EO No. 174 sends a powerful message to our dear teachers – that their calls did not fall on deaf ears, that their hard work is recognized, their growth is prioritized, and their contributions are acknowledged,” Secretary Mina said.
 
Bakit mariin ko itong sinusuportahan? Dahil alam ko po sa puso ko na wala tayong lahat dito kung wala ang ating mga guro,” Sec. Mina assured teachers.
 
Secretary Pangandaman, Department of Education (DepEd) Secretary Sonny Angara, House Committee on Basic Education and Culture Chair Congressman Roman Romulo, CSC Commissioner Ryan Alvin Acosta, and Professional Regulation Commission Chairman Charito Zamora led the signing ceremony at the DepEd Central Office today, 26 July 2024.
 
EO 174 was issued to establish the Expanded Career Progression (ECP) System, promoting the professional development and career advancement of public school teachers.
 
The ECP system defines two distinct career paths for teachers to pursue: the Classroom Teaching (CT) Career Line or School Administration (SA) Career Line, without prejudice to a teacher’s choice in switching career lines during their professional career.
 
Under the new EO or implementing rules, ay meron na po s’yang choice. He or she can move freely from one track - the teaching track to the administrative track. So, hindi po naisasakripisyo ‘yung kalidad ng ating edukasyon sapagkat nandoon pa rin ‘yung choice ng teachers. The teachers can still teach, and the students will benefit from the teacher’s experience, from the teacher’s skills going forward,” Secretary Angara said.
 
Under the CT track, teachers can advance through multiple stages: Teacher I to Teacher VII, and then Master Teacher I to Master Teacher V.
 
Under the SA track, teachers holding Master Teacher I positions can advance to School Principal I to School Principal V. Teachers opting this track will transition into leadership and management roles.
 
This system seeks to promote and improve the socioeconomic status and career prospects of public school teachers without being compelled to transition to administrative roles.
 
The ECP covers public school teachers within the public basic education system, in all levels from Kindergarten to Senior High School in schools and community learning centers managed by the DepEd.
 
EO 174 shall take effect 15 days upon signing and publication of its IRR in the Official Gazette or newspaper of general circulation. The DBM and DepEd will issue a Joint Circular that will contain the specific policy guidelines for the purpose.

Pangandaman sa mga guro: Your calls did not fall on deaf ears, your hard work is recognized, your growth is prioritized
 
Binigyang-diin ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang  pagsasakatuparan ng direktiba ni President Ferdinand R. Marcos Jr. na isulong ang  career advancement ng mga guro sa ating bansa, sa paglagda sa Implementing Rules and Regulations (IRR) ng Executive Order (EO) No. 174 S. 2022 “Establishing the Expanded Career Progression System for Public School Teachers.”
 
Today’s signing of the IRR of EO No. 174 sends a powerful message to our dear teachers – that their calls did not fall on deaf ears, that their hard work is recognized, their growth is prioritized, and their contributions are acknowledged,” pahayag ni Secretary Mina.

Pinangunahan ang signing ceremony nina Secretary Pangandaman, Department of Education (DepEd) Secretary Sonny Angara, House Committee on Basic Education and Culture Chair Congressman Roman Romulo, CSC Commissioner Ryan Alvin Acosta, at Professional Regulation Commission Chairman Charito Zamora na ginanap sa DepEd Central Office ngayong araw, ika-26 ng Hulyo 2024.
 
Inisyu ang EO 174 upang itatag ang Expanded Career Progression (ECP) System, na nagsusulong sa professional development at career advancement ng mga public school teachers.
 
Itinatakda ng ECP system ang dalawang malinaw na career path para sa mga guro: ang Classroom Teaching (CT) Career Line o School Administration (SA) Career Line, na walang prejudice sa pagpili ng isang guro sa paglipat ng kanyang career line sa panahon ng kanyang professional career.

Sa ilalim ng CT track, maaaring magpatuloy ang mga guro sa pamamagitan ng multiple stages: Teacher I hanggang Teacher VII, at pagkatapos ay Master Teacher I hanggang Master Teacher V.
 
Sa ilalim ng SA track, ang mga teacher na may hawak ng Master Teacher I position ay maaaring mag-advance sa School Principal I hanggang School Principal V. Ang mga teacher na pipili ng track na ito ay magtatransisyon sa leadership at management roles.
 
Hangad ng sistemang ito ang itaguyod at mapabuti ang socioeconomic na katayuan at mga prospect sa karera ng mga guro sa pampublikong paaralan nang hindi napipilitang magtransition sa administrative role.
 
Sakop ng ECP ang mga public school teachers sa loob ng public basic education system, sa lahat ng antas, mula Kindergarten hanggang Senior High School sa mga eskuwelahan at community learning center na pinangangasiwaan ng DepEd.
 
Ang EO 174 ay magkakabisa ng 15 araw mula sa paglagda at paglalathala ng IRR nito sa Official Gazette o newspaper na may pangkalahatang sirkulasyon. Maglalabas ang DBM at DepEd ng Joint Circular na maglalaman ng mga specific policy guidelines para sa layunin.
