Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman revealed at the Public Financial Management Competency Program (PFMCP) for Local Government Units (LGUs) held in Tagaytay City, from July 10 to 12, 2024, that the concept for the e-marketplace for government procurement was proposed by no less than President Ferdinand R. Marcos Jr.
“Alam ninyo kung sino ang nakaisip na gawing parang Lazada o Shopee ang procurement? Ang ating Pangulo po mismo ang nakaisip ng ganitong programa,” Secretary Pangandaman told the 644 local budget officers and PFM practitioners from Region IV-A who attended the program.
In her keynote speech, the Budget Chief underscored the importance of the e-marketplace in reforming the procurement process and ensuring the availability of common-use supplies and equipment directly from competent and reputable suppliers as she credited PBBM for directing its implementation as part of the New Government Procurement Act (NGPA).
The Budget Chief also encouraged the LGUs to practice sound and efficient resource management, especially their respective shares in the National Tax Allotment, following the Mandanas-Garcia Supreme Court (SC) Ruling.
“Sama-sama po nating paigtingin at pagitingin ang ating mga LGUs sa pamamagitan ng wasto at tapat na paggamit ng inyong mga budget tungo sa Bagong Pilipinas kung saan walang Pilipino ang maiiwanan, at kung saan ang gobyerno ay pinagkakatiwalaan ng mamamayan,” the Secretary added.
Conducted in partnership with the Philippine League of Local Budget Officers (PHILLBO)-CALABARZON Inc., the PFMCP for LGUs capacitated local PFM practitioners on all stages of the budget process, from budget preparation to procurement and budget accountability.
The PFMCP was also graced by one of the proponents of the Mandanas-Garcia Supreme Court Ruling, Batangas Governor Hermilando Mandanas. Joining him were Cavite Provincial Governor Juanito Victor C. Remulla and Mayors from the Municipalities of Polilio, Agoncillo, Patnanungan, Plaridel, Paete, Siniloan, Mabitac, General Nakar, Buenavista, Gumaca, Panukulan, Pansanjan, Lipa City and Santa Rosa City.
Also present in the three-day program were DBM Undersecretaries Margaux V. Salcedo and Wilford Will L. Wong, Government Procurement Policy Board-Technical Support Office Deputy Executive Director Atty. Maria Dionesia A. Rivera-Guillermo, Procurement Service-DBM Acting Executive Director Atty.
