To improve the country’s healthcare system response capabilities, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman has approved the issuance of Authority to Purchase Motor Vehicles (APMV) amounting to P387 million to the Department of Health (DOH).
 
The approval of the APMV permits the procurement of 141 units of motor vehicles including land and sea ambulances, as well as passenger vans for patient transport. The acquisition is part of the Health Facilities Enhancement Program (HFEP), aimed at addressing gaps in healthcare delivery and making facilities and services more accessible.
 
Improving the responsiveness of our healthcare system is crucial to ensuring timely and effective medical care for everyone, particularly in underserved and geographically isolated areas. The HFEP aligns with President Ferdinand R. Marcos Jr.’s commitment to providing efficient health services for all Filipinos,” Sec. Mina Pangandaman stated.
 
Special Provision No. 6 of the DOH budget for 2024 states that funds from the HFEP should be used to build, upgrade, or expand government health facilities, and to buy hospital equipment and medical transport vehicles for these facilities.
 
According to Budget Circular No. 2022-1, an APMV from the DBM is required if there are specific funds set aside for buying motor vehicles without prior approval, such as new items under the General Appropriations Act (GAA) or for Local Government Units (LGUs). Additionally, an APMV is needed if the vehicle purchase differs from the original approval details, such as changes in type, quantity, intended use, user, or specifications.
 
Sec. Pangandaman approved the APMV on 11 June 2024, charged against the HFEP of the DOH under the FY 2024 GAA.

Pagpapabuti ng tugon sa pangangalagang pangkalusugan: DBM, naglaan ng P387 milyon para sa pagbili ng DOH ng mga sasakyang medical
 
Upang mapabuti ang kakayahan sa pagtugon ng healthcare system ng bansa, inaprubahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pag-isyu ng Authority to Purchase Motor Vehicles (APMV) na nagkakahalaga ng P387 milyon sa Department of Health (DOH).
 
Ang pag-apruba ng APMV ay nagpapahintulot sa pagbili ng 141 na unit ng mga sasakyang de-motor kabilang ang mga ambulansyang panlupa at dagat, gayundin ang mga pampasaherong van para sa transportasyon ng pasyente. Ang pagkuha ay bahagi ng Health Facilities Enhancement Program (HFEP), na naglalayong tugunan ang mga kakulangan sa paghahatid ng pangangalagang pangkalusugan at gawing mas madaling ang pag-access sa mga pasilidad at serbisyo.

Isinasaad ng Special Provision No. 6 ng DOH budget para sa taong 2024 na ang mga pondo mula sa HFEP ay dapat gamitin para sa pagtatayo, pagpapabuti, o pagpapalawak ng mga healthcare facilities ng gobyerno, at para bumili ng kagamitang pang-ospital at mga sasakyang medikal para sa mga pasilidad na ito.
 
Batay sa Budget Circular No. 2022-1, kinakailangan ang APMV mula sa DBM kung mayroong tiyak na pondo na inilaan para sa pagbili ng mga sasakyang de motor nang walang paunang pag-apruba, tulad ng mga bagong item sa ilalim ng General Appropriations Act (GAA) o para sa mga Local Government Units (LGUs). Dagdag pa rito, kinakailangan ang APMV kung ang pagbili ng sasakyan ay naiiba mula sa mga detalye ng orihinal na pag-apruba, tulad ng mga pagbabago sa uri, dami, inilaan na gamit, gumagamit, o mga specifications.
 
Inaprubahan ni Sec. Pangandaman ang APMV noong ika-11 ng Hunyo 2024, na kukunin sa HFEP ng DOH sa ilalim ng FY 2024 GAA.
