Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman has approved the release of Special Allotment Release Order and Notices of Cash Allocation amounting to around P1 Billion chargeable against the Local Government Support Fund – Support and Assistance Fund to Participatory Budgeting (LGSF-SAFPB) under the FY 2024 General Appropriations Act or Republic Act No. 11975.
The fund intends to support the construction, expansion, and upgrading of water, sanitation, and hygiene (WaSH) projects identified through local participatory budgeting process. It aims to accelerate access safe and resilient water supply and sanitation services in lagging municipalities, in partnership with local civil society organizations (CSOs).
The Program covers 75 beneficiary municipal local government units (MLGUs) nationwide belonging from the 4th to 6th income classes based on Department of Finance Order No. 23-08 dated July 29, 2008, as updated on April 27, 2016, and/or with established LGU-managed water utility and project ready (with Municipal Water Supply Sanitation and Hygiene Master Plan duly endorsed by accredited CSO and adopted by the LGU, and with identified feasible water sources).
In compliance with the DBM – Department of the Interior and Local Government (DILG) Joint Memorandum Circular No. 1 dated February 21, 2024, which prescribes the guidelines and procedures in the implementation of the LGSF-SAFPB, the DILG consolidated and endorsed the list of eligible and compliant projects to the DBM for fund release.
This National Government’s commitment to contribute to the attainment of Sustainable Development Goal No. 6 (Ensure availability and sustainable management of water and sanitation for all), as well as the expansion and upgrading of infrastructure under the Philippine Development Plan 2023-2028, is endeavored to prime economic and social transformation that is built on sustainable, resilient, and integrated water resource infrastructure systems as a solid foundation.
“By supporting the implementation of priority projects of LGUs, we invest in the growth and well-being of our local communities. It’s our commitment to progress and prosperity,” Sec. Pangandaman said.
“And as we release the funds to empower our local communities, we echo the vision of Bagong Pilipinas—a rallying cry for progress, resilience, and a brighter future espoused by President Ferdinand R. Marcos Jr.,” she added.
Secretary Pangandaman approved the release of funds charged against the FY 2024 LGSF-SAFPB on 07 June 2024.

Pangandaman, inaprubahan ang pagpapalabas ng P1 Bilyong pondo para sa mga proyektong WaSH ng mga kwalipikadong munisipyo sa bansa
Inaprubahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pagpapalabas ng Special Allotment Release Order at Notices of Cash Allocation na nagkakahalaga ng humigit-kumulang P1 bilyon na kukunin mula sa Local Government Support Fund – Support and Assistance Fund to Participatory Budgeting (LGSF-SAFPB) sa ilalim ng FY 2024 General Appropriations Act o Republic Act No. 11975.
Layon ng pondo na suportahan ang pagtatayo, pagpapalawak, at pag-upgrade ng mga proyektong water, sanitationi, at hygiene (WaSH) na tinukoy sa pamamagitan ng proseso ng local participatory budgeting. Layunin nitong pabilisin ang access sa ligtas at resilient water supply at sanitation services sa mga nahuhuling munisipalidad, sa pakikipagtulungan ng local civil society organizations (CSOs).
Sakop ng Programa ang 75 benepisyaryo ng municipal local government units (MLGU) sa buong bansa na kabilang mula sa 4th hanggang 6th income classes batay sa Department of Finance Order No. 23-08 na may petsang Hulyo 29, 2008, na in-update noong Abril 27, 2016, at/o may itinatag na LGU-managed water utility at project ready (may Municipal Water Supply Sanitation and Hygiene Master Plan na dumaan sa tamang proseso ng pag-endorso ng accredited CSO at tinanggap ng LGU, at may natukoy posibleng pagkukunan ng tubig).
Alinsunod sa DBM – Department of the Interior and Local Government (DILG) Joint Memorandum Circular No. 1 na may petsang Pebrero 21, 2024, na nagtatakda ng mga alituntunin at pamamaraan sa pagpapatupad ng LGSF-SAFPB, pinagsama-sama at inendorso ng DILG ang listahan ng mga eligible at compliant projects sa DBM para sa pagpapalabas ng pondo.
Ang pangakong ito ng National Government na mag-ambag sa pagkamit ng Sustainable Development Goal No. 6 (Siguruhin ang availability at sustainable management ng tubig at sanitasyon para sa lahat), pati na rin ang pagpapalawak at pag-upgrade ng imprastraktura sa ilalim ng Philippine Development Plan 2023-2028, ay isinasagawa upang pangunahan ang pang-ekonomiya at panlipunang pagbabago na itinatayo sa sustainable, matatag, at integrated na sistema ng imprastraktura ng water resource bilang matibay na pundasyon.
