Additional Medical Assistance
 
Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman has approved the release of an additional Notice of Cash Allocation (NCA) amounting to P8.005 billion to cover cash requirements of the Department of Health (DOH) for the implementation of its key health programs.
The amount will be utilized for the provision of Medical Assistance to Indigent and Financially-Incapaciated Patients (MAIP) with an allocation of P2.439 billion, and for the Public Health Emergency Benefits and Allowances (PHEBA) for Healthcare and Non-Healthcare workers with an allocation of P5.566 billion.
"As we have committed, we will continue to support programs that seek to uphold the welfare of our kababayans. The directive of President BongBong Marcos has been very clear since day one -- priority shall be given to healthcare. At kasama po diyan ang pagkalinga sa mga pasyente at mga manggagawa sa healthcare sector," DBM Secretary Mina Pangandaman said.
MAIP is used for the hospitalization and medical support of indigent and financially incapacitated patients including but not limited to, in-patient, out-patient, comprehensive check-ups, and emergency services, as well as drugs, medicines, and professional fees, among others. Apart from indigent individuals, those who demonstrate the inability to pay or spend the necessary expenditures for their medical treatment may receive medical assistance.
Meanwhile, PHEBA covers all healthcare workers' benefits, including Health Emergency Allowance (HEA)/One COVID-19 Allowance (OCA), Special Risk Allowance (SRA), COVID-19 Sickness and Death Compensation, and other benefits, such as meal, accommodation, and transportation allowance.
Secretary Mina approved the issuance of the said NCA on 03 May 2024.

Pangandaman, inaprubahan ang pagpapalabas ng karagdagang P8.005 bilyon para sa Medical Assistance to Indigent and Financially-Incapacitated Patients, Health Emergency benefits of health/non health care workers
 
Inaprubahan ni Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman ang pagpapalabas ng karagdagang Notice of Cash Allocation (NCA) na nagkakahalaga ng P8.005 bilyon para masakop ang cash requirements ng Department of Health (DOH) para sa pagpapatupad ng mga pangunahing programang pangkalusugan nito.
Gagamitin ang halaga para sa pagbibigay ng Medical Assistance to Indigent and Financially-Incapaciated Patients (MAIP) na may alokasyon na P2.439 bilyon, at para sa Public Health Emergency Benefits and Allowances (PHEBA) para sa mga manggagawa ng Healthcare at Non-Healthcare workers na may alokasyon na P5.566 bilyon.

Ginagamit ang MAIP para sa pagpapaospital at suportang medikal sa mga pasyenteng higit na nangangailangan at financially-incapacitated, kabilang ang, ngunit hindi limitado sa, in-patient, out-patient, komprehensibong check-up, at mga serbisyong pang-emergency, gayundin ang mga gamot at propesyonal na bayad, kasama ng iba pa. Bukod sa mga higit na nangangailangang  indibidwal, ang mga nagpapakita ng kawalan ng kakayahang magbayad o gumastos ng mga kinakailangang gastusin para sa kanilang pagpapagamot ay maaaring makatanggap ng tulong medikal.
Samantala, saklaw ng PHEBA ang lahat ng benepisyo ng healthcare worker, kabilang ang Health Emergency Allowance (HEA)/One COVID-19 Allowance (OCA), Special Risk Allowance (SRA), COVID-19 Sickness and Death Compensation, at iba pang benepisyo, tulad ng pagkain, tirahan, at allowance sa transportasyon.
Inaprubahan ni Secretary Mina ang pagpapalabas ng nasabing NCA noong 03 May 2024.
