Department of Budget and Management (DBM) Secretary Mina F. Pangandaman lauds President Ferdinand R. Marcos Jr.'s decision to extend the engagement of employees in government under contract of service (COS) and job order (JO) for another year.
The President's decision was made during a sectoral meeting held at the Malacañan Palace on 24 April 2024 with officials from the DBM, Department of the Interior and Local Government (DILG), Civil Service Commission (CSC) and Commission on Audit (COA). During the meeting, the current rules and regulations on the engagement of COS and JO workers, as outlined in Commission on Audit (COA)-DBM Circular No. 2, s. 2020, among other topics, were discussed.
"I am delighted to hear about the decision of our beloved President to extend the engagement of COS and JO workers whose contracts are set to expire by end of this year. Malaking kapanatagan po ito sa ating mga empleyado na ma-extend pa ng isang taon ang kanilang mga kontrata sa trabaho. Alam naman po natin na malaking ginhawa ang naibibigay sa isang pamilya kung ang isang kaanak ay may trabaho," Secretary Pangandaman said.
"On our part po sa DBM, what we can assure po is that we will adhere to the directive of the President to help in the conduct of a thorough study of the current state of our government workforce," she added.
Undersecretary Wilford Will L. Wong, who represented the DBM at the sectoral meeting, said that as of 30 June 2023, there were approximately 832,812 COS/JO workers engaged by various government agencies across the country. This represents a 22.90% increase from the previous year’s figure of 642,077 COS/JO workers.
President Bongbong Marcos also instructed government agencies to implement strategies to assist government workers in qualifying for permanent positions. Among the strategies being considered is to develop the skills and capabilities of COS and JO workers by reeducating and training them, and enabling them to pass the civil service examination.
COS refers to the engagement of the services of an individual, private firm, other government agency, non-governmental agency, or international organization as a consultant, learning service provider, or technical expert to undertake a special project or job within a specific period.
Meanwhile, JO refers to piece work (pakyaw) or intermittent or emergency jobs to be undertaken for a short duration and for a specific piece of work.

Pangandaman, binigyang papuri ang desisyon ni PBBM na palawigin ang termino ng mga COS at JO sa gobyerno
Pinuri ni Department of Budget and Management (DBM) Secretary Mina F. Pangandaman ang desisyon ni Pangulong Ferdinand R. Marcos Jr. na palawigin ang kontrata ng mga kawani ng gobyerno na nasa ilalim ng Contract of Service (COS) at Job Order (JO) para sa isa pang taon.
Ang desisyon ng Pangulo ay ginawa sa isang sectoral meeting na idinaos sa Malacañan Palace noong ika-24 ng Abril 2024, kasama ang mga opisyal mula sa DBM, Department of the Interior and Local Government (DILG), Civil Service Commission (CSC), at Commission on Audit (COA). Sa pulong, tinalakay ang kasalukuyang mga patakaran at regulasyon tungkol sa mga manggagawa na COS at JO, na nakasaad sa Commission on Audit (COA)-DBM Circular No. 2, s. 2020, at iba pang mga paksa.

Sinabi ni Undersecretary Wilford Will L. Wong, ang kinatawan ng DBM sa sectoral meeting, na noong Hunyo 30, 2023, mayroong mga halos 832,812 COS/JO workers na nasa ilalim ng iba’t ibang ahensya ng gobyerno sa buong bansa. Ito ay nagpapakita ng 22.90% pagtaas mula sa bilang noong nakaraang taon na 642,077 COS/JO workers.
Inatasan din ni Pangulong Bongbong Marcos ang mga ahensya ng gobyerno na ipatupad ang mga estratehiya upang matulungan ang mga manggagawang kwalipikado para sa mga permanenteng posisyon. Isa sa mga estratehiyang kinukunsidera ay ang pagpapaunlad ng kakayahan at kaalaman ng mga manggagawang COS at JO sa pamamagitan ng pag-aaral at pagsasanay, at pagbibigay sa kanila ng pagkakataon na pumasa sa civil service examination.
Ang COS ay tumutukoy sa pagkakaugnay ng isang indibidwal, pribadong kumpanya, iba’t ibang ahensya ng gobyerno, non-governmental agency, o international organization bilang konsultant, tagapagbigay ng learning services, o technical expert para sa isang espesyal na proyekto o trabaho sa loob ng tiyak na panahon.
Samantala, ang JO ay tumutukoy sa mga piece work (pakyaw) o pansamantalang trabaho na ginagawa sa maikling panahon at para sa partikular na bahagi ng gawain.
