Year-End-Bonus-2023 

Manila— Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman has announced that the release of the Year-End Bonus (YEB) and Cash Gift (CG) to qualified government employees starts today, November 15.

“This is a well-deserved symbol of appreciation for our government workers, our heroes, who give their all for the country— those who walk the extra mile and spend longer work hours out of their sheer sense of public service. This is in line with the directive of President Ferdinand R. Marcos, Jr. to ensure that our government workers are given these rightful tokens for all their sacrifices that are greatly contributing to the reactivation of our economy,” Secretary Pangandaman said.

According to Item 6.1 of the DBM Budget Circular (BC) No. 2016-4, the YEB is equivalent to one month of basic pay as of October 31, and the CG of ₱5,000 shall be given to qualified government personnel not earlier than November 15 of the current year.

Public servants who have rendered at least a total of four (4) months of service from January 1 to October 31 of the current year and remained in government service as of October 31 of the same year are eligible to receive the YEB and CG.

In the case of the national government agencies (NGAs), the DBM has allotted ₱45.3 billion for the YEB of the civilian personnel and ₱15.2 billion for the military or uniformed personnel.

Meanwhile, ₱8.9 billion was allocated for the CG of over 1.7 million civilian and military and uniformed personnel in the NGAs.

The appropriations for the YEB and the CG were already comprehensively released to the NGAs concerned at the start of the fiscal year.

Secretary Pangandaman, meanwhile, reminded government workers to use their bonuses wisely, and only spend it for their needs, and for the things that matter.

“Alam ko marami sa inyo na excited matanggap ang bonus ninyo, pero sana huwag natin kalimutang gamitin ito ng tama. Spend it wisely, and invest it on things and needs that truly matter. Unahin ninyo ang mga kailangan kaysa luho lang,” Secretary Pangandaman said.

In a video message played during the 123rd Philippine Civil Service Anniversary in September 2023, President BBM expressed gratitude to the more than 1.8 million-strong government workforce for their tireless work, excellence and integrity “to deliver the quality service that all Filipino deserve.”

“Thank you for your dedication despite the numerous challenges that we experience in our respective occupations. Let us strive harder in achieving our united goal of providing a better future for our country,” the President said.

Last September 27, the Congress passed House Bill 8980, or the 2024 General Appropriations Bill, on its third and final reading and transmitted it to the Senate of the Philippines on November 4.

The 2024 national budget is expected to be signed by the President in December.
