General Santos City — Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman cited the importance of the work of public servants at the Regional Association of Local Budget Officers (RALBO) 12 Inc. General Assembly and 1st Quarter DBM Updating Session held on 01 June 2023 in General Santos City.
In her speech, the Budget Secretary acknowledged the many challenges faced by budget officers at the local level, and their ability to rise up to these, especially in crafting a budget that benefits the people.
"I cannot emphasize enough how crucial your role is in bridging the needs of our fellow Filipinos and the responses of the government, especially in crafting a budget that is truly inclusive and people-centered," Secretary Pangandaman said.
Further, the DBM Secretary commended the local budget officers as they have contributed to the gains made by the administration of President Ferdinand R. Marcos.
According to Sec. Pangandaman, these accomplishments include the continuous slowing down of the inflation rate and surpassing the government's spending target in March. In addition, she said that the real Gross Domestic Product (GDP) was projected to be the highest in the ASEAN region this year. Also, forecast of the World Bank indicate that the country will achieve above middle-income status in the next two years. Added to this is the S&P Global Market Intelligence forecast that the country is on track to become a trillion-dollar economy by 2023.
"All of these are considerable achievements and I am confident that, with your usual support and dedication, we can maintain, if not transcend, the excellent work that we have already been doing," Sec Pangandaman emphasized.
On the same day, the Budget Chief joined the 14th National Government-Bangsamoro Government Intergovernmental Relations Body (IGRB) Meeting, also held in General Santos City.
Addressing Minister Mohagher Iqbal of the Bangsamoro Autonomous Region in Muslim Mindanao’s (BARMM) Parliament, IGRB representatives, and other attendees, the Budget Secretary acknowledged the “harmonious working relations” between the National Government and the Bangsamoro Government, which have led to the successful convening of the Intergovernmental Infrastructure Development Board (IIDB), the Intergovernmental Energy Board (IEB), and the Joint Body for the Zones of Joint Cooperation (JBZJC), as well as the scheduled convening of the Bangsamoro Sustainable Development Board (BSDB) this month.
According to Sec Pangandaman, "Our harmonious working relations have resulted in productive technical working groups, public-oriented decisions that will have lasting benefits, and strategic intergovernmental mechanisms, among others."
The Budget Secretary also stated that the group has agreed to fast-track the re-establishment of the Department of Foreign Affairs (DFA) Consular Office and the establishment of the Professional Regulations Commission (PRC) Service Center in BARMM to bring government services closer to the Bangsamoro constituents.
She added that the technical working groups (TWGs) are discussing the entry of MILF and MNLF members to the PNP, the inventory of liabilities of the then-ARMM Regional Government, and the coordination between NCMF and BPA on Hajj and Umrah, among others.
"To reinforce the work we are doing, the National Government, through the Department of Budget and Management, already released to the Bangsamoro Government the block grant of BARMM amounting to Php 64.8 billion and the Special Development Fund amounting to Php 5.0 billion to rebuild, rehabilitate, and develop conflict-affected communities in the region," Sec Pangandaman emphasized.
The DBM Secretary further highlighted the necessity for the BARMM to prepare for the Fiscal Year 2024 National Budget.
"At this point, let us think of long-term projects and high-impact programs to concretize socioeconomic development in BARMM. The timely submission of worthy proposals for nationally-funded programs by various Bangsamoro Ministries will enable the Department of Budget and Management to strongly consider sufficient allocation for the implementation of these programs that benefit our people," Sec Pangandaman pointed out.
