OFFICE OF THE DIRECTORS
- Supervise the overall operations (technical and administrative) of the Office.
- Provide policy advisory and support services to the DBM Central Office, Regional Development Councils (RDCs), Regional Inter-Agency Teams (RIATs), Regional Inter-Agency Committees (RIACs), Project Monitoring Committees (PMCs) and other regional policy-making bodies, as may be appropriate
DIVISION A (Palawan, DOH, CHED)
- Provide policy advisory and support services to the DBM Central Office, Regional Development Councils (RDCs), Regional Inter-Agency Teams (RIATs), Regional Inter-Agency Committees (RIACs), Project Monitoring Committees (PMCs) and other regional policy-making bodies, as may be appropriate;
- Plan and undertake budget preparation and execution activities for SUCs and decentralized agencies with transactions delegated to Regional Offices (ROs);
- Review the budgets of provinces and highly urbanized city to ensure compliance with the Local Government Code (LGC) of 1991, its Implementing Rules and Regulations (IRR), and other applicable laws, rules and regulations issued by competent authorities;
- Administer/manage the Government Manpower Information System (GMIS) of SUCs and decentralized agencies delegated to ROs;
- Provide advisory and technical assistance to LGUs, decentralized agency coverages and Local Water Districts (LWDs) and advocate the implementation of PFM and procurement reforms, among others, in the region, as may be appropriate;
- Evaluate and approve organizational and staffing modifications inclusive of action on compensation and position classification matters, of SUCs, decentralized agency coverages and LWDs;
- Release funds to SUCs, decentralized agency coverages, in accordance with the provisions of the annual General Appropriations Act (GAA);
- Monitor and evaluate the performance of SUCs and decentralized agency coverages;
- Monitor the conduct of PFM assessment by LGUs, and the preparation and implementation of PFM Improvement Plans, and subsequent updates thereof;
- Provide inputs to the DBM Central Office on the status of major programs and projects of SUCs and LGUs, in the regions, and decentralized budgets of NGAs, as may be appropriate;
- Evaluate and recommend actions on requests for authority to purchase motor vehicles of SUCs, LGUs and other decentralized agencies;
- Respond to queries on budgetary or compensation-related matters of LGUs, SUCs and other agencies concerned in the regions;
- Ensure that the reportorial requirements for all Allocations to LGUs are complied by the LGUs; and
- Monitor and evaluate the programs/projects/activities funded under the Local Government Support Fund, particularly under Assistance to Cities, and Financial Assistance to LGUs, and others as may be instructed by the Secretary.
DIVISION B (Occidental and Oriental Mindoro, DEPED, TESDA)
- Provide policy advisory and support services to the DBM Central Office, Regional Development Councils (RDCs), Regional Inter-Agency Teams (RIATs), Regional Inter-Agency Committees (RIACs), Project Monitoring Committees (PMCs) and other regional policy-making bodies, as may be appropriate;
- Plan and undertake budget preparation and execution activities for SUCs and decentralized agencies with transactions delegated to Regional Offices (ROs);

DIVISION C (Marinduque, Romblon, DPWH)
- Plan and undertake budget preparation and execution activities for State Universities and Colleges (SUC) and decentralized agencies with transactions delegated to Division C namely: DepEd – DO Marinduque and Romblon, DPWH MIMAROPA Regional Office and its nine (9) DEOs and three (3) TESDA schools;
- Release funds to SUCs, decentralized agencies in accordance with the provisions of the General Appropriations Act (GAA);
- Monitor and evaluate the performance of SUCs and decentralized agency coverages;
- Administer/manage the Government Manpower Information System (GMIS) of SUCs and decentralized agencies delegated to Division C;

- Monitor the conduct of PFM assessment by LGUs, and the preparation and implementation of PFM Improvement Plans, and subsequent updates thereof;
- Ensure that the reportorial requirements for all Allocations to LGUs are complied by the LGUs;
- Monitor and evaluate the programs/projects/activities funded under the Local Government Support Fund, particularly under Assistance to Cities, and Financial Assistance to LGUs, and others as may be instructed by the Secretary; and

FINANCE AND ADMINISTRATIVE DIVISION
- The Chief Administrative Officer shall be in-charge of the overall supervision of the Division; Review/approve action taken, recommendation, analysis made by the staff on various administrative and financial transactions received/prepared by the Office; Attend/conduct meeting among the staff and/or other government agencies; Attend to Interagency meetings on related functions; Lead/Assist ISO Related activities; lead/assist ISO related activities; Provide supervision of outsource services; Act as HR designate for (a) Recruitment, selection and promotion (b) Leave management (c) Maintain coordination with the CSC; Act as member of various committees: BAC, HRMPSB, Unit PMT, GAD, RCC; Sign accounting reports certifications when Accountant is On leave; Performs such other functions as maybe assigned by competent and higher authority.
- The Accountant III / Supervising Administrative Officer (01C) shall assist the chief of the ROs Finance and Administrative Division (FAD); Participate In the planning, monitoring and evaluation of the Division's targets and performance according to approved indicators; Prepare and/or review various communications and document reports; Assist In the Implementation of the DBM RO's Quality Management System; Oversee the preparation of Management Review (MR) Agenda and renders assistance in the conduct of the Management Review; Lead the Office in the preparation for the annual internal audit conducted by the DBM IQA; Lead the Office In the preparation for the external audit conducted by external auditors; Provide analysis, evaluation and action plans on CSS given to clients, outsourced services; Coordinates with DBM OMS Secretariat on matters related to ISO; Participate in QMS related activities; Process Internal and external claims; Prepare reports for internal and external stakeholders (DBM CO, COA, BIR); Coordinate requirements relative to implementation of BTMS/URS; Perform functions of CAO when the latter is on official duty, leave of absence; Act as Member of the following: BAC, ISO Core Team, RCC; Perform other tasks that maybe assigned from time to time.
- The Administrative Officer III/ Cashier II shall act as Regional Budget Officer and performs the following responsibilities: Act as RO's point person and first level support on budget- related concerns; Consolidate and submit the proposed annual budget and required supporting documents; Monitor utilization of budget and submits status reports; Act as PRIME Officer – Designate; Act as GAD Focal Person; Serve as Alternate of the Accountant (except signing function) when the latter Is on official duty, leave of absence; Process claims of Internal and external clients; Prepare communication to the bank (new signatories new employees for payroll Inclusion etc.); Review and check payroll deductions (loans and premiums); Prepare external reports for submission to COA; Act as designated Petty Cash custodian; Act as GSIS Focal Person, ERE Handler, Primary Agency Authorized Officer (AAO); Coordinate with the GSIS, Pag-Ibig and Philhealth regarding remittances matters; Prepare Regional Office Orders; Consolidate/submit vouchers to COA; Perform other tasks that maybe assigned from time to time.
- The Administrative Officer / Records Officer II shall Maintains and release (as requested) official records and documents of the RO; Direct the preservation of important documents for future use; Review the formulation of records retention and Disposal Schedule as guide to all disposition action on records; Direct the coding/filing of materials and important documents such as Administrative issuances, contracts, personnel files, etc. in accordance with the approved Quality Procedures of the Department; Supervise the classifying and appraising records for inventory and disposition In accordance with guidelines issued by NAP and other related agencies; Submit the Records Inventory and Masterlist of Documents Reports within the prescribed deadline; Prepares disposal of valueless records; Perform other tasks that maybe assigned from time to time.
- The Administrative Officer II / Designated Property / Supply Officer shall manage supplies and properties' requirement of the Office; Conduct Physical Inventories of supplies and properties within the prescribed deadline; Update stock cards regularly; Prepare supporting documents for the renewal of insurance of properties; Prepare annual PPMPs Property Accountability Receipts and other related documents; Prepare reports to Internal and external stakeholders; Prepare documents for disposal of unserviceable properties; Prepare appointment and other Human Resource documents; Prepare payrolls; Act as BAC Sec Member; Performs other tasks that maybe assigned from time to time.
- The Administrative Assistant III/Designated Secretary and CPRU Point person shall prepare memo and other communication for the Regional/Assistant Regional Director; Coordinate/arrange for the scheduled meetings/commitments of the Officials; As CPRU – tag approved Special Allotment Release Order (SARO Notice of Cash Allocation (NCA) in the E-budget system; Tag approved/activated NOSCAs in the GMIS; Tap Budget Execution Documents (BEDs) 1, 2 and 3 of Agencies from the Unified Reporting System (URS); Print SARO, NCA, ANCAI, Annex-A and Annex-B; Prepare mailing lists and seal related documents in envelopes; Prepare list of Special Allotment Release Order (SAR05) and Notice of Cash Allocation (NCAs) issued to all financial operating units (RO SDOs and IUs) of DepEd MIMAROPA Region; Prepare Monthly Reports of Security Paper and Notice of Organization Staffing Compensation Action (NOSCA); Act as CESPES Coordinator; Perform other tasks that maybe assigned from time to time.
- The Administrative Assistant I/DMS Focal Person shall Upload/route all incoming requests, communication and other documents through the DMS; Upload/route all signed/approved/acted upon documents through the DMS; Prepare DMS reports on weekly and monthly basis; Prepare tally sheets on evaluation received from clients and training participants, and; Review completeness of supporting documents for claims received; Act as 1st level representative, HRMPSB; Perform other tasks that maybe assigned from time to time.
- The Administrative Aide IV (Driver II) shall provide transportation service to skeletal employees; Act as liaison to GSIS, Philhealth, Paglbig and Landbank; Undertake preventive maintenance of service vehicle; Perform other tasks that maybe assigned from time to time.
- The Administrative Aide IV (Driver II) shall provide shuttle service to skeletal employees Computerize/print documents; Assists in the consolidation/submission of the Debit Vouchers and supporting documents due for submission to COA; Assist the Accountant In ensuring the completeness of the required supporting documents prior to processing; Assist the PCF custodian in ensuring the completeness of the required supporting documents prior to payment of expense; Assist the Accountant, whenever necessary, in encoding in the ENGAS, BTMS, etc.; Assist the Accountant in the preparation of Internal and external reports, whenever necessary; Perform other tasks that maybe assigned from time to time.
- The Administrative Alde III/Driver of the RD shall provide transportation service to the RD/shuttle service to skeletal employees; Undertakes preventive maintenance of service vehicle; Reproduce documents; Performs other tasks that maybe assigned from time to time.
