The Budget Information Legislative Liaison Service (BILLS) receives enrolled bills from the Office of the President (OP), through the Administrative Service-Central Records Division (AS-CRD), and draft executive orders. The DLO refers the enrolled bill or the draft executive order to DBM B/S/Os concerned for comments and recommendations, and consolidates the same to come up with a DBM position paper.
