Secretary Amenah “Mina” F. Pangandaman, Chairperson of the Open Government Partnership - Philippines (PH-OGP) congratulates the four local government units from the Philippines who have been accepted into the Open Government Partnership.
 
The Open Government Partnership is an initiative among national and sub-national governments around the world promoting transparency in government, and taking measures to fight corruption and strengthen governance.
 
The Philippines is one of the 8 founding countries of the OGP along with Brazil, Indonesia, Mexico, Norway, South Africa, the United Kingdom and the United States. Aside from national governments, since 2016, the OGP Local program has opened membership to local governments for initiatives promoting the values of OGP that are even closer to the people.
 
Today, it was announced that four LGUs from the Philippines are now members of OGP: Tagbilaran, Larena, Quezon City, and Baguio. This is inspired by the OGPinas campaign—a nationwide campaign to promote open government—led by the OGP-Philippines (PH-OGP) Chairperson Budget Secretary Amenah Pangandaman.
 
The four LGUs join South Cotabato, which was accepted into the OGP in 2018 and Borongan, which was accepted in 2020. With six LGUs now part of OGP, Pangandaman exclaimed, "I am happy that OGP is now present in NCR, Luzon, Visayas and Mindanao!!!"
 
Among the benefits of joining the OGP is the impetus it brings to strengthen civil society participation in local planning and development to further improve LGU delivery of basic services.
 
"As Chair of the Philippine Open Government Partnership, I officially welcome Tagbilaran, Larena, QC and Baguio cities to OGP. This is a big boost to our campaign for open governance. I look forward to working with you in making our government more open, transparent and accountable," Sec. Pangandaman said.
 
Pangandaman also initiated the institutionalization of OGP last year. "Open government in the Philippines has been gaining momentum with the backing of no less than our President Ferdinand R Marcos Jr. who issued the landmark Executive Order No. 31, s. 2023 institutionalizing OGP," Pangandaman explained. “With this EO, we are able to provide a solid policy and legal framework to ensure that the open government principles are embedded in programs and policies in all branches of government." the Budget Secretary said.
 
Pangandaman added that as Chairperson of PH-OGP she wants to see even more LGUs joining the partnership. "With more LGUs joining OGP, we strengthen our commitment to OGP even more," Pangandaman emphasized.

Sec Mina Pangandaman, binati at malugod na tinanggap ang mga bagong LGU Members ng Open Government Partnership
 
 
Nagpaabot ng pagbati at malugod na pagtanggap si Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman, na siya ring Chairperson ng Open Government Partnership - Philippines (PH-OGP), sa apat na local government units (LGUs) mula sa Pilipinas na tinanggap sa Open Government Partnership.
 
Ang Open Government Partnership ay isang inisyatiba sa mga national at sub-national governments sa buong mundo na nagtataguyod ng transparency sa pamahalaan, at gumagawa ng mga hakbang upang labanan ang katiwalian at palakasin ang pamamahala.
 
Isa ang Pilipinas sa walong founding countries ng OGP kasama ang Brazil, Indonesia, Mexico, Norway, South Africa, United Kingdom at United States. Maliban sa mga national governments, mula noong 2016, nagbukas  ng membership ang OGP Local program  sa mga lokal na pamahalaan para sa mga hakbangin na nagsusulong ng mga halaga ng OGP na mas malapit sa mga tao.
 
Ngayon, inihayag na apat pang LGU mula sa Pilipinas ang miyembro na ng OGP: Tagbilaran, Larena, Quezon City, at Baguio. Ito ay inspirasyon ng kampanya ng OGPinas—isang kampanya sa buong bansa para isulong ang bukas na pamahalaan—sa pangunguna ni OGP-Philippines (PH-OGP) Chairperson Budget Secretary Mina Pangandaman.
 
Kasama ng apat na LGU ang South Cotabato, na tinanggap sa OGP noong 2018 at Borongan, na tinanggap noong 2020. Ngayong anim na ang mga LGU na bahagi ng OGP, masayang sinabi  ni Pangandaman, "I am happy that OGP is now present in NCR, Luzon, Visayas at Mindanao!!!"
 
Isa sa mga benepisyo ng pagiging miyembro ng OGP ay ang pagpapalakas nito sa partisipasyon ng civil society sa lokal na pagpaplano at pag-unlad upang mas mapabuti ang paghahatid ng basic services ng mga LGU.

Pinasimulan din ni Pangandaman ang institusyonalisasyon ng OGP noong nakaraang taon. Idinagdag ni Sec. Mina na bilang Chairperson ng PH-OGP,  nais niyang makita ana mas marami pang mga LGU sumasali sa partnership."With more LGUs joining OGP, we strengthen our commitment to OGP even more," pagbibigay-diin ni Pangandaman.
