Department of Budget and Management (DBM) Secretary Mina F. Pangandaman pointed out the simplified eligibility process in the provisions of House Bill 9648 or the proposed new Government Procurement Reform Act (GPRA), which aims for transparency, competitiveness, efficiency, proportionality, accountability, public monitoring, procurement professionalization, and sustainability in the government’s purchase of goods and services.

"Procurement impacts our daily lives— affecting not only the government but also the Filipino people. Challenges in procurement hinder the delivery of public services, with up to 25 percent of the total national government budget allocated to this process. Kaya naman po, mahalaga na  simple pero hindi nakokompromiso ang proseso," said Sec. Mina.

The Budget Chief explained that, to simplify the complicated eligibility process for bidders, Section 38 of the new  GPRA directs the Bids and Awards Committee (BAC) to require only the submission of prospective bidders’ valid and updated Philippine Government Electronic Procurement System (PhilGEPS) Certificate of Registration and Membership for purposes of eligibility and to ensure that the bidder is technically, legally, and financially capable to undertake the proposed procurement of goods, infrastructure projects, and consulting services within the period outlined in the Invitation to Bid.

President Ferdinand R. Marcos Jr. pushed for the enactment of a new Government Procurement Law to make government procurement transformative and more attuned to the changing times.

This approach will be operationalized through inter-agency cooperation; as well as through coordinated efforts between and among the three branches of government and the independent constitutional bodies. We have organized private sector advisory councils, and national-local mechanisms to establish the needed linkages,” the President said.

The Government Procurement Policy Board (GPPB), which Sec. Mina chairs, is mandated by the new  GPRA to “continuously adopt innovative procedures for the submission, receipt, and opening of bids through the PhilGEPS.”
