The Department of Budget and Management (DBM) emphasizes the advantages of House Bill No. 9648 or the proposed new Government Procurement Reform Act (GPRA) once passed into law, specifically in adopting innovative procurement methods.

DBM Secretary Mina F. Pangandaman reiterates that in simplifying government procurement, agencies, local government units, and other offices will benefit from innovative procurement methods that involve digitalization.

During his second State of the Nation Address, the President called on Congress to enact the GPRA _“to make government procurement and auditing more attuned to these changing times.”_

"With Government Procurement Policy Board-Technical Support Office (GPPB-TSO) Executive Director Rowena Ruiz and Procurement Service (PS)-DBM Executive Director Dennis Santiago, I have committed to making this reform as monumental and world-class to fulfill our transformative vision for the country,” the Budget Secretary said.

Our proposed amendments are aligned with the recommendations from the 2021 Methodology for Assessing Procurement Systems, conducted by the World Bank in cooperation with the Asian Development Bank (ADB) and GPPB-TSO,” she added.

Article VIII of the proposed bill provides for the modes of procurement. It states that the procuring entity shall adopt any of the following modes of procurement consistent with the fit-for-purpose approach in public procurement.

These include Competitive Bidding; Limited Source Bidding; Direct Contracting; Repeat Order; Small Value Procurement; Negotiated Procurement; Competitive Dialogue; Direct Negotiations for Innovative Solutions; Direct Acquisition; and Design and Build Procurement.

To recall, the House of Representatives approved on third and final reading the procurement reform bill on 12 December 2023.

The new GPRA, which aims to improve and modernize the government procurement system in the country, seeks to amend the decades-old Republic Act No. 9184.
