The Office of the Chief Information Officer (OCIO) and the Information and Communications Technology Group (ICTG) officially launched the DBM Blockchain Application for the Action Document Releasing System (ADRS) on July 30, 2025, at the DBM Boncodin Hall. Joining the launch were representatives from BayaniChain, led by their Chief Executive Officer (CEO) Paul Soliman.
DBM Undersecretary Maria Francesca M. Del Rosario welcomed everyone to this momentous occasion, stating, “We are honored to have you here as we mark an important milestone in DBM’s digital transformation journey.”
She emphasized that the launch of this new system marks a paradigm shift in the way the government secures, tracks, and validates budget documents. She also proudly declared that the application of blockchain technology in the government budgeting process is a first, not only in the Philippines, but also in Southeast Asia. As the first of its kind, Undersecretary Del Rosario expressed hope that the success of the project encourages other government agencies to apply blockchain technologies in pursuit of a more transparent and accountable government.
BayaniChain CEO Soliman also took the stage to provide a concise briefing on the DBM Blockchain Application. “We developed [the project] to follow the mandate of the DBM... to have a very simple use-case but also showcase the power of blockchain technology in identifying our single source of truth,” he said. He also explained the security features of the application and the technology that makes the documents transparent and immutable.
Following this, Aldrin Dy, BayaniChain’s Director of Project Management, announced that the web portal for the blockchain application is now live and ready for use at https://blockchain.dbm.gov.ph/. He also gave a quick demonstration of the system’s QR code scanning functionality, which allows the portal to identify the legitimacy of the documents released through the ADRS.
The event concluded with an open forum led by Undersecretary Del Rosario and BayaniChain’s CEO Soliman. Assistant Secretary Gerardo E. Maula closed the gathering by thanking everyone for their presence and likewise called for support towards DBM’s digital transformation.
