Naimbag nga bigat! Masantos ya kabwasan ed sikayon amin! 

Assalamu alaikum wa Raḥmatullahi wa Barakatuh. 

Naka-graduate na po ang iba sa inyo sa Phase I ng ating PFMCP for LGUs and now, congratulations as you complete Phase II! 

I hope that you have participated fully because we really need to improve the budget utilization of our government, including, and especially the Local Government Units.  

Napapanood n’yo naman po sa balita ngayon na habang ginagawa po natin ang General Appropriations Act for 2025, kasalukuyan din pong binabalangkas ng ating Kongreso ang ating 2026 National Expenditure Program (NEP).  

Masaya po kaming ibalita na naipasa na po sa House of Representatives ang ating NEP. ‘Yan po ay parte ng ating budget process. Ang prosesong ito ay hindi simple—anim na buwan po na ginagawa ‘yan ng DBM katuwang ng ating Executive o ang mga Department Secretaries natin. Sila po ang nagpo-propose ng mga programa at proyekto ng gobyerno na pwedeng ipasok sa susunod na budget. Ipapasa po ‘yan sa DBM at mayroon po kaming anim na buwan para ito ay ayusin at ipresenta sa ating Pangulo at sa ating Cabinet.  

Kapag nagkaroon po ng State of the Nation Address (SONA), according to our Constitution, within 30 days, kailangang maibigay po namin ito sa House of Representatives. Pagkatapos, magiging House General Appropriations Bill (HGAB) na po ito. After, sa Senate of the Philippines naman po magsisimula ang ating budget deliberations. Then, they will meet for the disagreeing provisions—ito po ‘yung tinatawag nating Bicam. At pagkatapos po, magbibigay po sila ng enrolled bill at kung okay naman po ang budget na ipinasa, pipirmahan po ng ating Pangulo ang ating General Appropriations Act (GAA).  

Sa budget natin, makikita ang lahat ng mga programa at mga proyekto. Ang pinaka-importante na gawin nating lahat, lalo na ang mga implementing agencies, ay maisakatuparan lahat ng mga proyektong nandoon. Dapat ang mga proyekto ay magamit nang tama at bawat piso na nakalagay sa GAA ay maipatupad. Napag-aralan n’yo po ang mga ito sa Phase I. 

Over the past few days, our top-caliber experts have walked you through our carefully crafted advanced courses on the Special Funds of LGUs, the New Government Procurement Act (NGPA), Cash and Asset Management, and Good Governance, among others—all aimed at strengthening your capacity to manage our nation’s resources and uphold the country’s recent governance reforms. 

With this, I am confident that the Php 1.350 trillion allocation for our LGUs under the proposed FY 2026 National Budget will be utilized well to ensure excellent public service delivery and, therefore, genuine prosperity for all Filipinos. Layunin po ng Mandanas-Garcia Supreme Court Ruling na magkaroon ng mas malaking budget ang ating mga LGU. Ngayon naman, sikapin po natin na magamit ang budget na ito upang umunlad ang ating mga bayan.  

Kaya naman po sinisikap din ng DBM na magkaroon ng capacity building para sa mga LGU. From September 2023 to November 2024, we were able to visit all 16 regions across the Philippines, including the Bangsamoro Autonomous Region in Muslim Mindanao, and capacitated over 8,000 local PFM practitioners. 

And for 2025, we are already beginning to realize our vision of reaching even more PFM practitioners, thanks to our partnership with the Philippine League of Local Budget Officers (PHILLBO) Inc.  

Budget Reforms  

Building on these milestones, we continue to strengthen the country’s PFM landscape through broader institutional reforms focused on modernizing systems, strengthening fiscal discipline, leveraging sustainability, and promoting transparency and bureaucratic efficiency.  

Procurement  

In this pursuit, we are also strengthening governance and integrity systems. One reform I am most proud of is the New Government Procurement Act (NGPA), initiated by the DBM with our Procurement Service and the Government Procurement Policy Board, which I chair.  

And I am pleased to share with you that our procurement reforms just won an award at the Open Government Partnership (OGP) Global Summit in Spain for anti-corruption! Pagsampa ko po bilang Budget Secretary, gusto na pong i-abolish ng ilan ang PS-DBM at sinabi na ito raw ay sobrang corrupt. Ngayon po, naayos na natin ito at ang PS-DBM at ang ating procurement system ay isa nang global model for anti-corruption and procurement reform.  

Kasama din po namin dito sa OGP na nabigyan ng award ay katulad n’yo rin po—ang Local Government ng Quezon City na pinamumunuan ni Mayor Joy Belmonte.  

Sa OGP, kasama po ng National Government ang ating civil society organizations sa pagsasagawa at pagi-implement ng mga proyekto sa Executive. Ang DILG po ay naglabas ng Memorandum Circular na naglalayong i-localize ang OGP values. Sana po, simulan n’yo na rin po ito. Sa bawat lugar n’yo, mayroong mga CSOs. Imbitahin n’yo po sila sa budget process n’yo, maging sa implementation ng mga programa para mapakinggan at malaman natin kung nakakarating nang tama ‘yung mga proyekto at programa sa ating mga kababayan. 

Nanalo din po ng award ang Presidential Communications Office (PCO) for Freedom of Information! Kanina po, nabanggit ng ating Regional Director that we are pushing for the passage of the Right to Information Law. Nakasama na po ito sa LEDAC, at sana tulungan n’yo po kami na maipasa ito sa 20th Congress. At nanalo rin po ang Climate Change Commission ng award sa OGP Summit.  

One of the pillars of OGP is digitalization. This is why we have made it as a key priority area of the PFM Reforms Roadmap which aims to achieve the full adoption of the Integrated Financial Management Information System (IFMIS) across all agencies, ensuring seamless and efficient government transactions.​  

A component of this is the Budget and Treasury Management System (BTMS), which we already rolled out last September, starting with our top spending agencies.  

At higit sa lahat, para mas patibayin ang budget process laban sa korapsyon, we are also working on the creation of the Philippine Budgeting Code. Kasama rin po ito sa LEDAC. So, mayroon din po tayong Bill ngayon na pinoproseso para ma-codify po ang ating budgeting system. 

In line with this, we relaunched Project DIME, or the Digital Information for Monitoring and Evaluation, starting with its Flood Control Project (FCP) Component. Sa pamamagitan po nito, makikita na ng ating mga kababayan ang status ng lahat ng project na nakalista sa GAA sa pamamagitan ng satellite imaging—parang Google Maps po ito—at geo-tagging. Phase by phase po natin gagawin ito pero nai-launch na po natin ang monitoring ng flood control projects. Isusunod naman po natin ang mga paaralan, mga tulay, at mga ospital.   

Ang magandang feature po ng website na ito ay nakikipagtulungan po tayo sa publiko. Makikita n’yo po dyan ang proyekto, halimbawa sa Calasiao, kung nasa GAA na may proyekto sa Calasiao na daan, makikita n’yo po ang status nito —kung sino ang nanalo, magkano na ang nagagastos, ilang porsyento na ba ang nagagamit. At dahil nandito po kayo sa Calasiao, puwede niyo rin pong picture-an ang actual site, at i-submit doon sa website para ma-update po kami kung tama ‘yung proyekto. Pwede rin kayong mag-komento at sabihin kung may mali sa impormasyon na nakalagay sa website. Ilan lang po ito sa mga magagandang features ng Project DIME. Ito po ay produkto ng pakikipagtulungan natin sa lahat ng ahensya ng gobyerno. Magiging mas maganda po ang ating website kung lahat po tayo ay magtutulungan at maglalagay ng input dito.  

Sa pamamagitan ng mga inisyatibong ito, ginagawa nating mas bukas ang proseso ng pagpaplano at pamamahala ng ating pondo alinsunod sa mga tunay na prayoridad ng gobyerno.​ 

At umaasa po kami na katuwang ang ating LGUs, lalo na ang ating local budget officers at PFM practitioners, mas mapapaigting pa natin ang pagbabantay sa budget ng bayan, para sa mas magandang kinabukasan lalo na ng ating mga kabataan.  

Sana po ay marami kayong natutunan. Galingan po natin at tulong-tulong po nating iangat ang ating mahal na Pilipinas.  

Mabuhay po ang Pangasinan at ang buong Region I!  

Mabuhay ang Pilipino at ang Bagong Pilipinas!
