The issuance of the National Budget Call for FY 2023 under National Budget Memorandum (NBM) 142 marks the start of the budget preparation phase in the whole bureaucracy. And to have a common understanding on its provisions, particularly in ensuring implementation readiness of budget proposals, the Regional Development Council (RDC) of Eastern Visayas, thru its Technical Secretariat, leads the review and endorsements of agency budget proposals with active participation from RDC members, including the Department of Budget and Management (DBM) Regional Office VIII and the National Economic and Development Authority (NEDA).

The DBM OCHO held various activities to better prepare the FY 2023 budget.

The year 2021 was full of challenges as we continue our battle against the unseen adversary that is COVID-19. Despite the situation, the DBM Ocho has remained resilient and a fighter, confronting the challenges with grit and innovation.

As we welcome another year, the DBM Ocho aims to exceed what was accomplished in 2021. Taking inspiration from the words of Benjamin Franklin, “If you FAIL to PLAN, you PLAN to FAIL,” the office held a number of planning and year-end assessment activities.

DAY 1. The activity began with the preliminaries facilitated by Mr. Elton John Villanueva, followed by an opening message from Assistant Regional Director Aleli N. Hernandez who expressed her gratitude that the activity finally pushed through following the onslaught of typhoon Odette.

Inclusive recovery is everyone’s business.

This time of pandemic, we are all challenged to become more resilient in the process of regaining what has been lost and be more strategic to recover from the crisis. The Regional Dagyaw Open Government Virtual Town Hall Meeting was made possible through the collective efforts of the Department of the Interior and Local Government, Department of Budget and Management, and the Philippine Information Agency. Said event, which carries the theme, “Improving Social Accountability in Local Service Delivery,” aims to provide an avenue for an open dialogue between the government and the Filipino people from different sectors to discuss various national and local issues concerning our society.

This year’s Regional Dagyaw episode, “Usapang Ekonomiya: Ekonomiya Sa Rehiyon Otso sa Panahon ng Pandemya,” focused on the economic status of the Region, the government’s strategies and recovery efforts, as well as on the assistance programs and government interventions to address the pandemic and the economic challenges that hinder the progress of the region.

The Committee on Devolution (ComDev), chaired by Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman, discussed the latest initiatives and strategies of various government agencies and leagues in line with the implementation of the full devolution under Mandanas-Garcia Supreme Court ruling.Secretary Pangandaman presided the 6th ComDev meeting on Monday, 03 October 2022, which involved discussions on updates on the submission and evaluation of the National Government Agency (NGA) Devolution Transition Plans (DTPs), review of the functions/services/Programs, Activities, and Projects (PAPs) for full devolution, and presentation of the Draft Executive Order (EO) amending EO No. 138.“This is another crucial step towards our goal of pursuing full devolution and our manifestation of collective efforts towards fulfilling the marching order of the President to get this moving.
