PHILGEPS ALTERNATIVE POSTING TOOL

TO ALL OUR VALUED CLIENTS

All Procuring Entities are hereby advised to post all procurement opportunities (e.g. Invitation to Bid, Request for Expression of Interest, Request for Quotation (RFQ) or Request for Proposal (RFP)) and Notice of Awards in the PhilGEPS Posting Tool including the respective Bidding Documents starting 01 November 2020 (12:00 AM) as alternate portal of the PhilGEPS 1.5 Electronic Bulletin Board.

The details and procedures of posting shall be provided in the user guide which will be accessible thru Download Menu or users may click on the following links to download the respective manuals:

Please be guided that all Procuring Entities are encouraged to first upload their bidding documents using the Bid Document Uploader tool before proceeding to the Notice Posting Portal.

All manufacturers, suppliers, distributors, contractors and consultants (collectively known as Merchants) are advised to access the online portal to search and view the open opportunities and award notices posted by the Procuring Entities. The following functionalities have been made available to prospective bidders:

  • Search and View Opportunities
  • Search and View Award Notices
  • Download the Bidding Documents and Notice of Award

Interested bidders may obtain further information from the Procuring Entity who posted the procurement opportunity.

The Modernized PhilGEPShttps://www.philgeps.gov.ph/ shall continually be utilized for Registry, Platinum Membership Upgrade, and Virtual Store online services.

Rest assured that the whole PhilGEPS Team will be working non-stop to ensure the continuity of the online services at the earliest possible time.

Likewise, the PhilGEPS-Customer Service Helpdesk will continue to provide service for your queries and concerns.

POSTING OF AWARDED CONTRACTS FOR BID OPPORTUNITIES POSTED IN THE TEMPORARY POSTING TOOL FROM SEPTEMBER 3 TO 28, 2020

In relation to PhilGEPS Advisory No. 6, all Procuring Entities with posted procurement opportunities in the temporary PhilGEPS posting tool (http://notices.ps-philgeps.gov.ph) during the period of September 3 - 28, 2020 are hereby advised to post the notice of award in the same posting tool.

The Notice of Award shall be posted to include the following award details:

-          Bid ID*

-          Procuring Entity*                                      -           Agency Link/Document Link

-          Contact Person*                                        -           Publish date

-          Title*                                                         -           Awardee

-          Procurement Mode*                                -           Contract Amount

-          Business Category*                                  -           Award Date

-          Approved Budget for the Contract*

User Guide on Creating Award Notice

Please take note that once the award has been posted, the notice can no longer be edited or deleted. Kindly ensure the completeness and accuracy of the information before posting the award notice.

Procuring Entities are also advised to post the result/s of a bid - Bid Postponement, Bid Cancellation, Bid Failure, for procurement opportunities advertised in the temporary posting tool from September 3 - 28 in their respective Agency websites, if available, and at any conspicuous places in the premises of the Procuring Entity in accordance with the provisions of the IRR of RA 9184.

Starting 29 September 2020, all procurement opportunities shall be posted by the Procuring Entities in the PhilGEPS 1.5 portal. Kindly use your respective userid and password to login. Users may visit this page for guidance on how to post bid opportunities and awarded contracts in PhilGEPS 1.5.

PHILGEPS ACCESSIBILITY

 

Dear Valued Clients:

We are glad to inform you that PhilGEPS 1.5 is now up and running. All registered Procuring Entities and Merchants may now access the portal using your respective userid and password.

Beginning 29 September 2020, all Procuring Entities are advised to post the procurement opportunities through this portal http://notices.philgeps.gov.ph.Registered Merchants may now access the facility to search and browse opportunities posted in the web portal.

With this, all project requirements and awarded contracts that have been posted in the temporary facility (http://notices.ps-philgeps.gov.ph) from 3 September 2020 until 28 September 2020 shall only be accessible for search and view purposes.

Further, please take note that PhilGEPS 1.5 shall be used as an Electronic Bulletin Board online service. As we transition to a modernized electronic procurement portal, users shall now use the enhanced and improved functionalities of PhilGEPS.

The Modernized PhilGEPS https://www.philgeps.gov.ph/ shall continually be utilized for Registry, Platinum Membership Upgrade, and Virtual Store online services.

Registrations with incomplete details shall not be processed.

Please access the Sign Up Menu in the Homepage or click this link to register.

  • Platinum Membership Upgrade

                       ▪         Please login to PhilGEPS to upgrade or renew the membership to Platinum.

  •  Virtual Store

                       ▪         For registered Procuring Entities, please login your username and password to access the Virtual Store Module. Please be informed of the conditions before ordering CSE items in the online store.

Likewise, the Registries of manufacturers, suppliers, distributors, contractors and consultants are accessible through the Open Data facility or you may click here to view the complete registration.

PHILGEPS ADVISORY NO. 5: UPDATE ON PHILGEPS 1.5 SYSTEM MAINTENANCE ACTIVITY

 

TO ALL OUR VALUED CLIENTS

Due to the ongoing system preventive maintenance of PhilGEPS 1.5, access to the online portal is temporarily unavailable from 12 September 2020 until further notice.

In the meantime, Government Agencies shall continue to use the facility http://notices.ps-philgeps.gov.ph for the posting of Project Requirements (Bid) and Awarded Contracts (Award).

Further, Government Agencies and Merchants shall use the available services of PhilGEPS 2.0 for Registry, Platinum Membership Upgrade and Virtual Store.

We will issue another advisory once the PhilGEPS 1.5 system resumes.

PHILGEPS ADVISORY NO. 3: POSTING OF PROJECT REQUIREMENTS AND AWARD CONTRACTS & USE OF PHILGEPS 2.0 ONLINE PORTALS

 

TO ALL OUR VALUED CLIENTS

 

In view of the scheduled system preventive maintenance of PhilGEPS 1.5, all Procuring Entities are advised to temporarily post your procurement projects through this portal http://notices.ps-philgeps.gov.ph. This portal shall be used in the Posting of Project Requirements (Bid) and Awarded Contracts (Award) until the PhilGEPS 1.5 is up and running.

For more information, please refer to the “Guide on How to Create Bid and Award Notice in the Posting Portal” which can be accessed through “About” Menu, then click “Download”

Likewise, the Modernized PhilGEPS (https://philgeps.gov.ph) is already accessible starting 3 September 2020. The following functionalities will be available in PhilGEPS 2.0:

  • Government Registry

-          Registration of Government Agencies to be registered by the Portal Administrators

  • Merchant Registry

-          Registration of suppliers, distributors, manufacturers, contractors, and consultants

  • Platinum Membership Upgrade

      -   This facility is for new, update and renewal of platinum membership 

 certificate

  • Virtual Store

-      Procurement of Common-Use Supplies and Equipment (CSE) available at the Procurement Service

In preparation for the transition to the Modernized PhilGEPS, new registration for Government Agencies and Merchants is now accessible in PhilGEPS 2.0.

For new registration, please be informed that Government Agencies need to fill-out the Virtual Store – Agency Buyer Registration Form and send it to This email address is being protected from spambots. You need JavaScript enabled to view it.. The userid and temporary password will be sent to the email address provided in the Form. Consequently, accounts registered in PhilGEPS 2.0 will only be used for Virtual Store (VS) Transactions in the meantime. To download the Registration Form, please access the “About” Menu, then click “Download”.

For Merchant Registry, please click the “Sign-Up” link and access the Merchant Registration.

If you have an existing account in PhilGEPS 1.5 and 2.0, you should NOT register for a new account. Please use your current userid.

PHILGEPS ADVISORY FOR SYSTEM MAINTENANCE

TO ALL OUR VALUED CLIENTS

The Philippine Government Electronic Procurement System (PhilGEPS) shall be having a scheduled system preventive maintenance activities from 1 September 2020 (12:00 AM)until 4 September 2020 (11:59 PM). During this period, please be advised that the website (www.philgeps.gov.ph) and the following online services shall be unavailable:

  • Electronic Bulletin Board

-      Bid and Award Notice Posting

-      Search and Browse Opportunities

  • Subscriber Registry

-      Registration of Government Agencies and Suppliers

  • Open Data

-      Standard Reports and Datasets 

Also, the Modernized PhilGEPS (https://mgeps.philgeps.gov.ph) will be inaccessible due to a scheduled system preventive maintenance from 1 September 2020 (12:00 AM) until 2 September 2020 (11:59 PM). During this period, the following online services shall be unavailable:

  • Platinum Membership Upgrade

      -   This facility is for new, update and renewal of platinum membership
