DBM Press Release

P2.41-B DTI program to expand access to Negosyo Centers, shared facilities, financing, and market opportunities
From getting advice on how to start or expand a business, to gaining access to machinery, financing, and bigger markets, more than half a million Filipino micro, small, and medium enterprises (MSMEs) are targeted to receive government support under the proposed Fiscal Year (FY) 2027 National Budget.
The Department of Budget and Management (DBM) said P2.412 billion is proposed for the Department of Trade and Industry’s (DTI) MSME Development Program to help 501,253 MSMEs nationwide improve productivity, strengthen their businesses, and become more competitive in domestic and global markets.
The proposed investments directly respond to challenges earlier identified by President Ferdinand R. Marcos Jr. as barriers to the growth of small businesses.
“Maraming MSME ang nahaharap sa iba’t ibang hamon: Kakulangan ng puhunan, limitadong access sa mamimili, access to market, mabilis na pagbabago ng ekonomiya at ng teknolohiya,” President Marcos said during the launch of the Trabaho at Negosyo initiative in March 2026.
The President stressed that government must provide MSMEs with “inspirasyon, suporta, at pagkakataon,” as the administration works to bring jobs and economic opportunities closer to Filipinos.
This direction was reinforced only recently, with President Marcos committing to expand government support for local manufacturers, particularly MSMEs, to strengthen the country’s value chains and generate more production and employment opportunities.
For DBM Acting Secretary Kim Robert C. De Leon, supporting MSMEs is essentially about supporting the people and communities that depend on them. The proposed investments recognize that behind every small enterprise is a Filipino trying to build a livelihood, create jobs, support a family, and contribute to the local economy.
Under the proposed FY 2027 National Budget, P937.397 million will fund locally funded projects that directly assist entrepreneurs.
Of this amount, P472.468 million is proposed for the establishment and operation of Negosyo Centers, which provide entrepreneurs with business registration assistance, advisory services, business information and advocacy, product development, trade promotion, and financing facilitation.
Another P464.929 million is proposed for the Shared Service Facilities Project, which gives MSMEs shared access to technology, machinery, equipment, tools, and other production facilities that many small enterprises may otherwise be unable to afford on their own.
By providing access to better equipment and technology, the program seeks to help enterprises produce more efficiently, improve product quality, lower production constraints, and compete in larger markets.
The proposed budget also includes P288.520 million for the Rural Agro-Enterprise Partnership for Inclusive Development and Growth Project, a foreign-assisted initiative that supports rural enterprises and connects small producers to stronger and more inclusive value chains.
MORE AFFORDABLE CAPITAL FOR SMALL BUSINESSES
Recognizing that access to capital remains one of the biggest hurdles confronting Filipino entrepreneurs, the proposed FY 2027 budget provides P840.170 million for the Pondo sa Pagbabago at Pag-Asenso Program of the Small Business Corporation.
The program is expected to provide affordable financing support to at least 40,000 MSME borrowers, giving more small entrepreneurs access to legitimate financing that can help them sustain or expand their businesses.
Overall, the DTI targets to assist 501,253 MSMEs in FY 2027, equivalent to 41 percent of MSMEs in the manufacturing, retail trade, construction, and services sectors. It likewise aims to serve 1.065 million clients through Negosyo Centers nationwide.
For the DBM, these investments reflect the administration’s push to make economic growth reach Filipinos not only through major infrastructure and large investments, but also through the small businesses that create jobs, generate incomes, and keep local economies moving.
The proposed P7.200-trillion FY 2027 National Budget, anchored on the theme “People-Centered Growth for an Inclusive and Resilient Future,” prioritizes investments that expand economic opportunities, strengthen Filipino enterprises, and translate growth into better livelihoods and more resilient communities.
