DBM Press Release

DBM: Higher safety support to provide immediate income while helping displaced, disadvantaged workers transition to more sustainable jobs and livelihoods

When a worker suddenly loses a source of income, a family’s needs cannot wait while they search for the next opportunity.

This is the safety net that the government seeks to sustain through the proposed P11.03-billion allocation for the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program of the Department of Labor and Employment (DOLE) in 2027, targeted to provide temporary employment and income support to 672,776 disadvantaged and displaced workers nationwide.

But under the government’s strengthened approach, TUPAD is envisioned not simply as temporary work, but as a bridge toward the worker’s next, more sustainable source of income.

TUPAD provides community-based emergency employment to disadvantaged and displaced workers, allowing beneficiaries to earn wages through temporary public and community work when regular sources of income are disrupted.

While the proposed P11.03-billion funding is maintained at the FY 2026 National Expenditure Program (NEP) level, the 2027 program provides longer support for qualified long-term beneficiaries, with the prescribed work period increasing from 20 days to 45 days. Support for personal protective equipment (PPE) will likewise increase from P350 to P400 per beneficiary.

This means that qualified beneficiaries under the long-term component will have a longer period to earn income while receiving greater workplace safety support.

President Ferdinand R. Marcos Jr., in his FY 2027 Budget Message, underscored the role of emergency and community-based employment in helping families withstand sudden economic shocks.

“Through emergency and community-based employment, the program helps Filipino families cope with economic disruptions, recover from disasters, and address other unforeseen challenges while earning a dignified source of livelihood,” President Marcos said.

For Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon, however, the real measure of TUPAD is not just how many temporary jobs government can provide, but whether these opportunities can help workers move toward something more sustainable.

The direction is consistent with DOLE’s strengthened TUPAD framework, which links beneficiaries to skills training, employment facilitation, livelihood assistance, and other opportunities that can help them transition to more sustainable sources of income.

Temporary work should be a bridge—not a dead end,” Secretary De Leon added.

With the proposed FY 2027 funding, the government seeks to provide workers with immediate income when they need it most, while creating a clearer pathway from temporary employment to skills, livelihood, and more sustainable work.

Mula 20 araw, magiging 45 araw ang prescribed work period.

“Through emergency and community-based employment, the program helps Filipino families cope with economic disruptions, recover from disasters, and address other unforeseen challenges while earning a dignified source of livelihood,” ayon kay President Marcos.

Temporary work should be a bridge—not a dead end,” dagdag ni Secretary De Leon.
